(News Portal – Dong Nai) - According to the report of the Provincial People's Committee at the recent 14th meeting of the Provincial People's Council, currently the development of industrial zones in the province is facing some obstacles regarding land clearance.

Challenges and obstacles regarding compensation
Currently, there are 10 industrial parks that are being held back due to issues in compensation with a total land area of about 722.1 hectares, mainly concentrated in industrial parks: Ho Nai, Song May, Long Thanh, Thanh Phu, Ong Keo, An Phuoc, Bau Xeo, Giang Dien, Long Thanh Hi-Tech, Amata. The main reason is that households in these areas do not agree to receive compensation (due to low compensation price), and resettlement plots have not been arranged for households after land acquisition.
In order to deal with challenges and obstacles in site clearance and creating a foundation for the province's industrial development until 2030, in the past 2 years, the Provincial People's Committee has regularly directed and urged departments and People's Committees of districts to speeds up the progress of compensation and site clearance to hand over land to investors of industrial zones to begin infrastructure construction and create industrial land banks for lease. The leaders of the Provincial People's Committee have organized working sessions with each industrial park that still has problems with handing over the premises to understand the situation and give specific instructions to each locality, department and sector to accelerate the removal of obstacles for each industrial park.
Specifically, the Provincial People's Committee issued Plan No. 84/KH-UBND dated April 18, 2022 on Organizing a briefing conference for companies investing in industrial park infrastructure construction in 2022. Following the plan, Dong Nai Provincial People's Committee chaired 8 meetings with infrastructure investors in industrial parks: Tin Nghia Corporation (Industrial Park: Ong Keo, An Phuoc, Nhon Trach III - Phase 2, Bau Xeo); Sonadezi Long Binh Share Holding Company (Industrial Park: Thanh Phu, Xuan Loc); Ho Nai Industrial Zone Joint Stock Company (Ho Nai Industrial Zone); Song May Industrial Park Development Joint Stock Company (Song May Industrial Park); Sonadezi Long Thanh Shareholding Company (Long Thanh Industrial Park); VRG Long Thanh Investment and Development Joint Stock Company (Loc An Industrial Park - Binh Son); Amata City Bien Hoa Joint Stock Company (Amata Industrial Park) and Long Duc 3 Industrial Park Joint Stock Company (Long Duc 3 Industrial Park); Amata City Long Thanh Joint Stock Company (Long Thanh High-Tech Industrial Park).
Through these conferences, the Provincial People's Committee has listened and understood the causes of challenges and obstacles and has given instructions to departments and People's Committees of districts and cities to review difficulties and problems of the industrial parks and request units to report and propose solutions to the Provincial People's Committee to handle these issues for businesses. However, up to now, the progress of handling and dismantling issues by localities is still slow, so the industrial land bank has not been replenished in time.
Therefore, the Provincial People's Committee will continue to direct localities to focus on handling and proposing solutions to remove difficulties in imposing compensation prices and encourage people whose land is acquired; the committee also assigned the Department of Finance, Department of Natural Resources and Environment, and localities to closely coordinate with the industrial park infrastructure business companies to research reasonable methods to support people, create consensus and appropriate regulations.
All for local development
The Provincial People's Committee assigns the People's Committees of districts, Long Khanh City and Bien Hoa City to urgently focus resources in order to completely handle remaining obstacles and problems in land acquisition, compensation and site clearance, and accelerate the project implementation's speed....
The PPC also assigns the Department of Finance to preside over and coordinate with departments, Vietnam Rubber Group, Dong Nai Rubber Corporation and relevant units to urgently review the content of the compensation plan, support for rubber plantations, difficulties and obstacles during implementation... for industrial parks that have approved investment policies and have investors but have not completed compensation.
The Industrial Zones Authority is assigned to preside over and coordinate with departments, units and localities to urgently review documents, legal procedures, difficulties and obstacles in the process of formulating investment policies for industrial park projects, advise and propose the Provincial People's Committee to direct the handling, and proactively work with the Ministry of Planning and Investment to quickly speed up the implementation of legal procedures for investment in industrial parks.
The leaders of the Provincial People's Committee have issued a guiding conclusion in Notice No. 474/TB-UBND dated November 2, 2023. Accordingly, the Industrial Zones Authority is assigned to preside over and work with departments, branches, localities, and industrial park infrastructure companies to review and evaluate the implementation of land acquisition, compensation and resettlement for industrial park projects in the province, consider whether the remaining area can continue to carry out land acquisition, compensation, support or not, to propose continue implementation or remove from the industrial park planning, and finalize opinions to advise and propose the Provincial People's Committee to direct the handling. At the same time, review the area of established and existing industrial parks in operation (increase or decrease area) for consideration and supplement to the Provincial Planning for the period 2021-2030.
To promote the establishment of new industrial parks and resolve problems with existing industrial parks, on October 16, 2023, the Provincial People's Committee issued Decision No. 2492/QD-UBND to establish a Working Group to promote the development of industrial parks in the province. The working group is responsible for reviewing documents and planning, based on relevant legal regulations, and advising the Provincial People's Committee to propose to the Prime Minister to consider adding additional criteria for industrial park land in the National land use planning period 2021-2030 in the province.
Providing specific and detailed assessment of each proposed industrial park, advantages, disadvantages, and proposed basis; researching, proposing arrangement and planning of specialized economic zones, eco-industrial parks, high-tech industrial parks to attract investment in projects with advanced technology, new technology, high technology, clean technology, modern management, has high added value, can be replicated, connects global production and supply chains.
Proposing the Provincial People's Committee to handle issues related to promoting the implementation of industrial park establishment and supporting investment projects to build and operate industrial park technical infrastructure.
Summarizing difficulties and obstacles during the implementation process to accelerate the progress of completing legal procedures for establishing/expanding industrial parks, selecting investors to implement industrial park infrastructure investment and business projects.
In addition, advise the Provincial People's Committee to propose to the Prime Minister, ministries, departments and local authorities directions and solutions to promptly direct and resolve important, urgent and related issues to remove difficulties for investors and businesses during project implementation.
