(News Portal – Dong Nai) – Although the province agreed to give a 2-month extension, the unit preparing the feasibility study report for the project of a household waste treatment plant to generate electricity in Vinh Tan commune (Vinh Cuu district) according to the public-private partnership - PPP method (Vinh Tan Waste Power Project) proposed to have it increased to 90 days.

This is an urgent project to treat waste and garbage, and at the same time provide renewable electricity sources for the province, so progress needs to be accelerated further.
There is no report on the feasibility of this project yet
Vinh Tan Waste Power Project has a total investment capital of nearly 2.3 trillion VND. Phase 1 of the project has a processing capacity of 800 tons/day, generating 20MW of electricity. Phase 2 increases capacity to 1.2 thousand tons/day, generating electricity to 30MW.
An agreement was signed to prepare a feasibility study report in mid-May 2023, and had to be finished within 6 months. In November 2023, the project proponent, the joint venture of ECOTECH Vietnam Technology Investment and Trading Joint Stock Company and Le Delta Joint Stock Company (Hanoi City), reported difficulties and problems and asked for a two-month extension. In early December 2023, when working with the Department of Planning and Investment, the unit proposed to increase the time to 90 days.
An urgent environmental project
Vinh Tan Waste Power Project meets urgent requirements for household waste treatment, reducing greenhouse gas emissions while adding renewable electricity sources to the province. The feasibility study report is the basis for considering and deciding on construction investment, so it needs to be completed soon.
Deputy Director of the Department of Planning and Investment Phan Trung Hung Ha believed that the delay was due to the project proposal unit still being confused in coordinating with departments, sectors and localities.
He said that the electricity planning VIII had allocated waste power targets to the province, and with this capacity, the allocated targets were completely feasible.
Vice Chairman of the Provincial People's Committee Vo Van Phi emphasized that this project was of great interest to the Provincial Party Committee and People's Council, but the implementation was slow. The unit proposing to prepare the feasibility study report had not properly followed the signed agreement. Provincial leaders assigned the People's Committee of Vinh Cuu district to organize the selection of investors to implement the 1/500 detailed construction planning project, which could inherit the implemented content. The Department of Planning and Investment signed an extension of the agreement; created a detailed plan for this project including: tasks, duration, and responsibilities of relevant parties, and at the same time monitoring, urging, and reporting to the Provincial People's Committee every 2 weeks.
In the project on household solid waste management in Dong Nai province for the period 2023-2025, the Provincial People's Committee recently signed and promulgated, from now until 2030, investment procedures for phase 1 of the Vinh Tan waste power plant project will be implemented, including: project bidding, selecting investors to build and operate the project. Phase 2 will be implemented after 2030.
