On 28/6/2013, the provincial Party Committee promulgated the Plan to preliminarily review the 5 year implementation of Directive 21-CT/TW of the Politburo (term X) dated 26/3/2008 on "Continuing to strengthen leadership and direction in the new context of drug prevention and control".
Accordingly, preliminary review must assure accurate assessment of the implementation status and result of Directive 21-CT/TW of the Politburo and the Directive 03-CT/TU of the Provincial Standing Party Committee dated 22/8/2008 in order to clearly reflect on the achievements, limitations and shortcomings to gain experience in deploying and implementing the Directive; at the same time to point out the existing obstacles including clarifying roles and responsibilities of Executive committees of party hierarchy, officials and party members in the implementation work of units and localities.
The provincial Party Committee insisted that that Executive committees of party hierarchy thoroughly carry out Directive No. 21 - CT / TW of the Politburo; be aware of the directing viewpoints of the executive committees and local government on drug prevention and control; conduct comprehensive assessments of the implementation status and result of drug prevention and control at localities and units; take measures to remedy shortcomings of the leadership and direction in drug prevention; analyze effectiveness of consolidating the organizational apparatus and anti-drug task force, the investment on the anti-drug equipment and drug prevention funding.
At the same time, it is necessary to promote propaganda and education in the party, the state and the people, and evaluate construction work and replicate advanced models of good performance of prevention, anti-drug, especially effective models.
Besides, the province and its districts must comply with regulations and policies to support drug users during rehabilitation process and create jobs after rehab; comply with regulations and policies for officials and those who participate in drug prevention and do not get state payment.
The provincial Party Committee outlined the organization for the preliminary review. Personnel committees, unions, party departments and the Office of the Provincial Party Committee are required to organize the preliminary review in compliance with the set forth requirements based on their responsibilities and missions and make relevant reports to Provincial Public Security Party Committee and Provincial Party Committee Office prior to 25/7/2013. All district and municipal Party committees affiliated the provincial Party Committee are required to direct subordinate executive committees to organize the preliminary review at the levels based on their function and duties; particularly, district and municipal Party committees must hold a preliminary conference on the implementation of the Directive 21-CT/TW of the Politburo and make a preliminary report to the Provincial Public Security Party Committee and provincial Party Committee Office prior to 05/8/2013.
The Provincial Party Committee assigned the Provincial Public Security Party Committee to direct the implementation of this plan; aggregate materials and draft a report of Provincial Standing Party Committee on the 5-year preliminary implementation review of Directive No. 21 - CT / TW of the Politburo; Also, in collaboration with the Provincial Party Committee Office, the concerned authorities should conduct inspection and make report on the preliminary assessment of key localities, and submit the draft report of the Provincial Standing Party Committee to the provincial Standing Committee prior to 08/15/2013.
