On 13.06.2013, the PPC promulgated Plan 4611/KH-UBND on implementing the Adjustment Project and supplementing the Overall Project of establishing cadastral system and database serving land management in Dong Nai Province for the period of 2009-2010 and oriented towards 2015.
The implementation plan to complete the overall project has been approved to focus on speeding up geodesic activities and establishment of the cadastral map and records for the period of 2012-2015; completing the procedures to grant land use certificates, home ownership and other assets attached to land (referred to as a certificate of land use) and building cadastral database under Directive 1474/CT-TTg of the Prime Minister dated 24/8/2011, document No. 718/BTNMT-TCQLĐĐ of Natural Resources and Environment Ministry, dated 03/16/2012.
The Plan approves the completion and standardization of cadastral database to enhance efficiency of management, utilization, serving for the work of planning, land use and exploiting potential power of land fund, providing information about land serving for the socioeconomic development objectives. Until 2015, the geodesic activities and establishment of the cadastral map and records for all types of land is expected to be basically completed.
At the same time, all levels of government and sectors need to collaborate with mass organizations of the entire province in order to raise the awareness about land law observance; to conduct the geodesic activities and establishment of the cadastral map and records, certificates of land use and management rights, using cadastral records serving for state management of land.
Besides geodesic activities and establishment of the cadastral map of every land parcel in commune-level administrative units is ensured to precisely reflect the current status. The cadastral map must ensure accuracy in compliance with the rules and regulations of the Ministry of Natural Resources and Environment and land law.
The procedure of land use rights certification must be associated with the geodesic activities and establishment of the cadastral map, which are carried out publicly and transparently in the manner of time. Qualified land parcels must be registered and granted land use certificate; all procedures of land use certification must be completed for all registered land until 2015.
As for the work of direction, the PPC also clearly determines that all levels of government in the province must focus on directing the measurement and establishment of cadastral map and records, certification of land use right and cadastral database; enhancing propagation via means of mass media and conference programs.... as well as resolutions and directives of the levels and sectors related to the Land Law; emphasizing the importance and role of cadastral records and certification of land use rights. It’s also important to enhance inspection and supervision of land law observance including the geodesic and cartographic activities, cadastral record establishment and certification of land use rights.
Regarding to the implementation work, the provincial People's Committee asked the Department of Environmental Resources, Department of Finance and other departments; Committees of districts, city, commune, ward or township basis to plan tasks assigned to their units.
