Dong Nai Province has 11 administrative units with 171 units of communes, wards and towns including Bien Hoa city as the center of politics, economy and culture of the province, Long Khanh town and 9 districts inclulding Long Thanh, Nhon Trach, Vinh Cuu, Trang Bom, Thong Nhat, Dinh Quan, Tan Phu, Cam My, Xuan Loc.
Dong Nai stretches for 5907.1 km2 and has a population of 2.73 million people; it is one of the largest and most populous provinces of Vietnam; in which urban citizens occupy 33,23% of the population, residents of rural areas occupy 66.73%.

3. Climate, geopraphy and natural resources
3.1. Climate, geography
- Dong Nai is located in a tropical monsoon region, with temperate
climate and little flood, no wetland, no earthquakes, the average annual
temperature of 25-26oC, 2 seasons of rain and sunshine, relatively high
rainfall about 1.500mm - 2.700mm, average humidity 82%.
- Dong Nai terrain is that of plains and plateaus, soil texture
has good compressive strength (over 2kg/cm2), suitable for the investment of
industrial development and construction at low cost.
- Dong Nai has high stretches of land to be allocated for
agricultural production, suitable for industrial crops (rubber, coffee ...),
fruit bearing trees, food crops, fruits and vegetables…
3.2. Natural resources
- Dong Nai has a large amount of surface water and groundwater, enough
to accomodate production and everyday activities in the province and other regions
- Dong Nai carries in itself a large and diverse quantity of
mineral resources, especially non-metallic ones, which comprises of mainly
stone for building and paving, clay, quartz, sand for construction and filling
materials, kaolin clay, puzlan, laterite, sputtering soil... meeting the demand
for construction materials for projects or processing facility of relating
products.
B. A PROMISE FOR PROSPERITY
1. Strategic location
- There are Almost no natural disasters, fllods, wetlands, earthwuakes in Dong Nai
- It is located in the Southern key economic region and is among
the most dynamic economic regions of Vietnam.
- Investment in industrial development and construction at low cost
is highly feasible here.
2. Dong Nai has a young workforce equipped with basic training to meet manpower demand for Enterprises:
- Dong Nai demonstrates a youthful proportion in the population
pyramid, the population at working age is 67.02% (about 1,829 million people),
the labor force is fairly educated and familiaried with industrial working style,
very industrious and progressive. The proportion of trained workers in the
active laborforce is around 58%, the proportion of vocationally trained workers
is 44%.
- In 2012, the total number of full-time students enrolling in
common educational levels of the province is 436 663; university and colleges students
are at the rate of 242 / thousand people
- By 2012 the province has 83 training institutions including 4
universities, 9 colleges, 15 vocational schools, 55 centers and other
vocational units. Many new schools are being established to meet the demands of
high-quality manpower of the society and business, with a focus on collaborative
training for qualified personnel.
- In addition, Dong Nai is located near Ho Chi Minh City which is
the training center of the country, thus attracting qualified personnel is
convenient.
3. Infrastructure advantages
3.1. Electricity supply:
Using common power grid of the national electricity network. In
2012, electricity production in the province reached 7.78 billion kwh. The 110/22
KV grid system with substations at a total capacity of 1695.75 MVA, 22 KV
medium voltage grid has already covered 171 communes, wards and towns in the
province, accommodating the demand for electricity of investors.
3.2. Water supply:
In 2012 water supply capacity of Dong Nai was 360.000m3 /day and
in 2015 will reach 550.000m3/day, providing enough water for urban residents
and industrial projects of industrial zones.
3.3. Communication network:
Telephone networks, telecommunications of Dong Nai has direct
contact with domestic provinces of the country and nations around the world,
including high-speed Internet service (ADSL), data transmission (DDN, xDSL,
Frame relay, Leased line ...), Video Conference ... Making good courier Fedex,
DHL, EMS, express mail ... in 2012, on an average of 100 people there are
already 130 telephone subscribers, the proportion of the population using
Internet is 37.22%.
3.4. Transportation:
Dong Nai Province possesses a convenient transportation system with multiple nationally “arterial” roads passing through such as Highway 1A, Highway 20, Highway 51, Highway 56; North and South railway; Dong Nai is only 30km away from Tan Son Nhat international airport and is near Sai Gon port cluster, Thi Vai- Vung Tau port cluster, Dong Nai port cluster..., facilitating favorable trading activities both domestically and internationally. As for Dong Nai port cluster, currently there are Dong Nai port and Go Dau port active, especially Dong Nai port is located at the heart of Bien Hoa city, close to many industrial zones, reducing the distance of road transport from 40 to 70km. The province is preparing land to deploy Phuoc An port construction before 2015 (for vessels of 60,000 DWT) and group V sea ports (for vessels of 30,000 DWT) in Nhon Trach.
Currently the Ministry of Transportation are conducting transportation
projects that link regions: Upgrading Highway 51 Bien Hoa - Vung Tau (expected
completion in 2013); HCMC - Long Thanh - Dau Giay highway (expected completion in
2014); prepares the beltway 3, 4 belt connecting the provinces of Dong Nai with
key economic region, and is planning to implement the construction of the
airport Long Thanh International 100 million / year and 5 million tons of cargo
/ year (Government of Vietnam has been approved by the planning and preparation
conditions to start construction before 2015)
These projects once completed will create favorable conditions
for investors in Dong Nai
4. An economically
dynamic Dong Nai
4.1. Dong Nai has attracted a large
number of efficient enterprises.
By 2013, Dong Nai has over 16,000 active enterprises of all
economic sectors, excluding household businesses and farms.
For enterprises with foreign direct investment, accumulatively
from the start of the campaign to attract foreign investment until April 2013 there
are 1,335 projects of enterprises from 35 countries and territories licensed with
a total registered capital of U.S. $ 23.3 billion.

Enterprises with foreign direct investment growing in size and achieving
high efficiency in production has demonstrated the success in improving
investment environment and attracting investment in Dong Nai. Most foreign investors
implement projects seriously, operat their business efficiently, many
enterprises increase budget to expand their project.
+ In particular, Europe has many investing enterprises in Dong
Nai, with 68 projects and a total registered investment of 2.55 billion USD,
many large investors such as: Nestle Vietnam (Sweden), Robert Bosch Vietnam
(Germany), Schaeffler Vietnam (Germany), Shell Vietnam (Netherlands), Bayer
Vietnam (French - German), Akzo Nobel Coatings Vietnam (Netherlands), Rohm and
Haas Vietnam (Denmark), Metro Cash & Carry (Germany), Dynea Vietnam
(Finland), De Heus (Netherlands), Marigot Vietnam (Switzerland), Phillip Electrolics
Vietnam (Netherlands), France Hybrides Vietnam (France), Scavi (France),
Vietnam Grimaud (France), Virbac Vietnam (France), Artus VIETNAM (France) ...
Artus VIETNAM CO., LTD (France) operating mainly in manufacture and assembly of
actuator and control equipment for aviation and maritime sectors is one of the
successful companies operating in high technology field in Dong Nai.
+ As for French businesses so far Dong Nai has 26 projects with a total
capital of nearly U.S. $ 181.8 million. In the past years, Dong Nai has signed memoranda
on cooperation with two local French provinces which are Rhône - Alpes (vocational
training) and Bretagne (livestock sector and food processing development).
4.2. High and
stable economic growth
The growth rate of GDP on average in Dong Nai province was 13.2% in the 2006-2010 period, in 2012 the province's economic growth is 12.1%, per capita GDP is approximately $ 2,000 / person.
The economic structure continues to shift towards
industrialization, by 2012 construction industry accounted for 57%, service
sector accounted for 36.16%, agriculture, forestry and fisheries accounted for
6.84%.
4.3. Industrial businesses on the rise
Dong Nai province is the first to develop the industrial zone and is now one of the leading provinces in industrial development in Vietnam
Dong Nai has been approved by the Prime Minister for the development
of 34 industrial parks with a total area of 11.475ha; until now there are 31 industrial
zones having establishment grant with a licensed area of 10.698ha, including 26
active industrial zones with an area of 8,391 ha, of which 72.8% was leased;
05 industrial parks are perfecting infrastructure to attract investment.
Additionally, Dong Nai possesses an active biotechnology center
in Cam My district (209ha) and an agro-industrial complex in Xuan Loc, Thong
Nhat (2.186ha), a high-tech industrial park at Long Thanh (420ha) which are
going to receive more investment, open up opportunities for investors in Dong
Nai.
In addition to investing in infrastructure of industrial zones
in Dong Nai, the Provincial People’s Committee also directed other units in the
province and other businesses managing infrastructure to prepare a
synchromizing service system for industrial park such as:
+ Administrative procedures are increasingly being improved to
simplify one-stop shopping (OSS), transparent and smooth OSS; currently all industrial
zones have English interactive department to assist investors with investment
application and relating things.
+ Increasing support for recruitment and training of human
resources: Dong Nai currently has 83 educational institutions and many new institutions
are being finished with construction. All training facilities are always
interested and willing to cooperate with domestic and foreign partners to train
manpower that meet the needs of investors.
+ Regarding information technology services (IT), the province and
other companies managing infrastructure of the industrial zone are planning for
comprehensive IT services for businesses in the industrial park.
+ Factory for lease: Some industrial zones like Amata Industrial
Zone, Nhon Trach 3, Nhon Trach 6... the infrastructure investing companies are
building workshops with many different sizes for rental purpose.
+ Housing for workers: next to the industrial park are planned
housing land with closed services such as supermarkets, restaurants, schools,
health, sports... with convenient transportation system. The province always
create the most favorable conditions for infrastructure investing companies and
investors to construct housing for professionals and workers.
+ Enterprise support: Dong Nai and other infrastructure investing companies
always co-operate and support investors from exposure to understanding of
investment throughout the life of the project.
+ Environmental Protection: Dong Nai put much stress on environmental
issues and sustainable development, industrial parks which do not have waste
water treatment system are not allowed to receive investment. Additionally, the
province is implementing construction of solid waste treatment according to
plan.
4.4. Agriculture - Forestry - Fisheries with large producing capacity
Land allocated for agriculture is mostly basal characterized which
is most suitable for industrial crops and fruit bearing trees. In 2012, the
area of agricultural land planted with annual crops is 174 857 ha of which 67
785 ha was for paddy land, 51 863 hectares for maize, cassava occupied 14 937
hectares of land; perennial crops and fruit trees occupied 169 555 ha of which
primarily were rubber at 42 182 ha, 20,450 ha of coffee, cashew tree at 40 053
ha, pepper at 8,244 ha, Dong Nai Tan Trieu pomelo is a famous and registered brand.
Dong Nai Province is one of the country's leading producers of
animal feed with many livestock farms at industrial scale, an important
material for processing industry. In 2012, Dong Nai have herds of over 1.5
million, poultry at about 11,336 million.
Aquaculture land is about 33 038 ha, mainly consists of Tri An reservoir and submerged area of Dong Nai River Basin.
Dong Nai Forest is fundamentally characteristic of tropical forests, with diverse
flora and fauna, represented by the Nature Conservation and Culture Dong Nai,
acknowledged by UNESCO to be a global biosphere reserve; and Nam Cat Tien
National Park which is the primary forests perfectly preserved so far. The
total area of forest is 155 830 ha with cover rate at about 29.8%.
4.5. Fast
growing trading business
Dong Nai mainly exports agricultural products such as
semi-processed rubber, coffee, peanuts, cashew nuts, corn, agricultural
commodities, processed food, a number of industrial products such as footwear ,
textiles, wood and wood products, plastic products, computers, electronic
products and components, ceramic products, wire and cable ... mainly import raw
materials such as fertilizer, cement, construction steel, spare parts, input
for production, chemicals and chemical products, petroleum ...
In 2012, Dong Nai exports reached about $ 10.9 billion, imports at
around 10.8 billion dollars
4.6. Potential destination and a promising service scheme
Dong Nai is rapidly developing residential projects, hotels,
hospitals, schools, banking and financial services, entertainment services,
resorts, supermarkets, golf courses ... to meet the diverse needs of investors.
Adjacent to all industrial zones are the above mentioned constructions to serve
investors, experts and workers.
The province also prioritize for investment on transportation
services, freight forwarding; consulting services in investment, construction,
telecommunications, communications, information technology and other types of
financial services ... to serve the growing demand in many industrial parks,
urban centers and people's needs.
Foreign investors can buy home with ownership or rent house
during the projects in Vietnam. Foreign individuals hired to manage enterprises
in Vietnam who are permitted to reside in Vietnam for a year or more can buy
houses with in less than 50 years of ownership.
Dong Nai is the land of ancient civilization with many cultural and historically valuable monuments, together with favorable natural conditions for resorts, ecotourism, garden tourism, cultural tourism festival... Some potential areas for tourism development in Dong Nai are Cat Tien National Park, Dong Nai River, the historic cultural war zone D, Buu Long resorts, Cu Lao town, Tan Trieu pomelo village, Mai Waterfall – steam stream, archaeological sites such as: Hang Gon ancient tombs, stone harp BInh Da, and many places ,tourist spots planned in Bien Hoa ity, Nhon Trach district, Trang Bom, Vinh Cuu, Tan Phu , Dinh Quan, ...

great care for social welfare such as poverty alleviation, education and
training activities, community health care.
In 2012, Dong Nai has made appreciable achievements
- Household using electricity has reached above 99%
- Public bus system has reached many key industrial zones and places.
- The practice of collecting and disposing of medical waste reached 100%, collecting and treating of hazardous waste reached 70%, collecting and treating of solid waste and non-harzadous industrial waste reached 90%. 100% industrial zones of the province possess centralized wastewater treatment that meet environmental standards.

Dong Nai strive for the best in carrying out the "government
accompany enterprises" spirits, through ocial and political stability, effectively
protect the habitat, smoothly provide services for enterprises and workers,
focusing on safety for business owner, improving administrative procedures
towards transparency, shortening operation time to support enterprises;
regularly meeting to listen to their difficulties in order to provide solutions
so that enterprises can operate efficiently.
6.2. Implement
one-stop system (OSS), one-stop policy for many procedures
Dong Nai ultilize a management system based on OSS, OSS for many
procedures monitored by the Department of Planning and Investment (for projects
outside the industrial zone) and the Dong Nai Industrial Zone Authorities (for
projects inside industrial zones). Investors can contact the above mentioned
authorities to be guided and supported with relating issues.
- The People's Committee of Dong Nai Province grant investment
certificates to projects outside the industrial zone (investors submit
application at the Department of Planning and Investment of Dong Nai province
to be submitted to the People’s Committee).
- The management Board of Dong Nai Industrial Zone Authorities will grant Investment Certificate for projects inside industrial zones.
Depending on the size and fields the period for granting investment certificates will vary but shall not exceed 45 days from the date of receipt of valid dossiers (for projects subject to the verification of certificates investment) and not more than 15 days (for projects subject to the registration of certificates of investment).
