10th Session of provincial People’s Council (Term VIII): Discussion on many imperative contents

​10th Session of 8th provincial People's Council took place in three days from July 9 to 11. Two days’ working urgently, responsibly and seriously, the delegates gathered to discuss many important issues regarding the development of the province.


In particular, participants spent more time assessing the implementation of goals and socio-​economic tasks in the first 6 months of 2014, discussing, proposing solutions in need of implementation to fulfill and outperform the 2014 socio-economic indicators that set by Provincial People’s Council in Resolution No. 96/2013/NQ-HDND. In addition, delegates in the session also commented on the report on the performance of program activities of the Provincial People’s Council for first 6 months of 2014; on the performance of voter’ petitions sent to the Provincial People’s Council; on the performance of Resolution No.108/NQ-HDND dated December 6, 2013 of the Provincial People’s Council on questions and answers to those questions.​



They also considered and commented on the statements of Provincial People’s Committee on adjustment of cost estimation for state budget’s revenue; adjustment and supplementation of cost estimation for revenue- expenditure of Dong Nai budget in 2014; Housing development program; master plan for exploration, exploitation and use of minerals; land-use planning towards 2020, the land use plan in 5 years (2011-2015); urban development programs up to 2020 and towards 2021 – 2030. Other issues were also taken into consideration such as: the performance of investment and construction plans in the first 6 months of 2014 and the total number of public servants, personnel and employees signed contracts to work in the agencies, organizations, non-business units and the associations in 2014, etc.

In the session, participants also reviewed and expressed ideas to issue a resolution on the mechanisms and policies under their competence, such as the Scheme to establish a credit guarantee fund for small and medium enterprises in the province; Scheme to set up Hoa An ward of Bien Hoa city, Long Giao town of Cam My District and Hiep Phuoc town of Nhon Trach district; Scheme to provide training for undergraduate students of medicine and pharmacy who are on regular mode of training; Statement on naming street after General Vo Nguyen Giap in Dong Nai province; Statement on promulgating the charge for study and use of land-related materials; and on adjustment on the resolution of the Provincial People’s Council regarding the division percentage (%) among different budget levels for revenues from sanctioning of administrative violations in the fields of traffic safety in road, railway and inland waterway in the province in 2014, from 2014 to 2015, etc.

In his opening remarks, Mr. Tran Van Tu - Chairman of Provincial People’s Council, who presided over the session stressed that in the early months of 2014, although many difficulties and challenges are still lying ahead, with the great efforts of the whole Party, governments, people and businesses, the province has achieved some encouraging results in the field. Total gross regional domestic product (GRDP) in the province shows a 10.8% year-on-year growth, the production values of all industries increase. Investment attraction from foreign and domestic investors rises over the same period. Disbursement of foreign investment is quite far above the ground, with 20 newly-funded projects and 29 capital-added projects have completed and put into production only in the first 6 months. Export turnover increased, enterprises have received great supported. In particular, provincial leaders have proposed prompt measures to prevent as well as support businesses affected by the incident in mid-May, etc.


However, besides these results, socio- economic situation still has some difficulties and limitations. The retail market grows slowly; livestock breeding stays difficult due to hard-to-forecasted epidemic disease, especially in poultry breeding; there is low investment for infrastructure construction to encourage the concentrated breeding in localities; the authorities have directed and cared for credit activities but many businesses still find tough in accessing to the capital source; many obstacles remain for compensation and ground clearance for some major projects; inefficient management in exploitation of minerals and water resources some localities, etc.

Mr. Tran Van Tu, Chairman of Provincial People’s Council said that many hard tasks which still remained in the last 6 months of 2014 require departments and agencies at all levels to coordinate to implement integrated measures to overcome the difficulties and obstacles for the aim of fulfilling the set targets.

Today, in the third day of the session, participants continued to conduct hearings and give answers about the issues concerned by the provincial voters. The agenda is planned to include the explanation part of Chairman for some hot topics in terms of socio-economic issues, national defense – security. In the session, several imperative resolutions will be passed and the session will come to an end on July 11.

At the meeting session, Mr. Tran Van Tu, Chairman of Provincial People’s Council also called for participants to support “Vietnam Sea and Islands” Fund kick-started by Dong Nai province. As a result, the participants donated more than 26 million VND to this fund.
