Directing content of Deputy Chairman of the People Committee to be approved at the Preliminary Conference on ensuring traffic and safety order for the first 6 months of 2013

According to the overall assessment of ensuring traffic and safety order practice for the first 6 months in 2013, the Provincial Department of Traffic Safety has given key deployment solutions throughout the province in order to reduce by 5% to 10% compared to that in 2012. Sectors and localities have strived to maintain traffic and safety order, including the agreements for the Action Program between the provincial Department of Traffic Safety and the Provincial Farmers' Association; the provincial Women's Union; between the provincial Public Security and Road Management Zone VII and the coastal-highway localities which has shown the political determination to ensure traffic and safety order.



Although the number of registered motor vehicles in the province increased by nearly 10% and transport infrastructure has not been improved much, some positive decrease has been noticed in terms of 3 criteria: accident cases reduced by 48.8%, accident road deaths reduced by 31.7%, and injuries by 60%; in the entire province, 8 out of 11 localities have witnessed positive reduction in all 3 criteria. On behalf of the provincial People's Committee, Vice Chairman Tran Van Vinh appraised 5 districts which are: Tan Phu , Thong Nhat, Long Khanh, Long Thanh, Dinh Quan for their attempt to reduce accidents in terms  of railways, waterways and roads; the Vice Chairman also appraised Bien Hoa city, Trang Bom and Xuan Loc districts for the achievements in reducing road accidents; the Waterway Police Division., Road and Rail Police Division and Department of Traffic and Transport have made ​​every effort to reduce accidents on highway routes and inland waterway. 

Even though the death tolls in Nhon Trach Dist have reduced by 5 cases, the number of accident cases still remained unchanged and the number of people injured increased by 6 cases, which is equivalent to 57.1%; to 15%; Cam My Dist. has not witnessed any death toll reduction (6/6); deaths tolls  from road accidents in Vinh Cuu Dist. rose 4 cases, equivalent to 57.1%; deaths tolls from rail accidents increased by 3 cases, equivalent to 60%, occurring mostly in Bien Hoa city (with the increases of 01 case and 2 death tolls), Trang Bom (of 2 death tolls) and Xuan Loc (of 01 death toll). Rail accidents cause by people carelessly walking and sitting on railway accounts for a large proportion (57.1%). 

As for key missions to ensure traffic and safety order for the last 06 months of the year, Vice Chairman requested departments, agencies and localities to focus on the implementation of the content directed by Mr. Nguyen Xuan Phuc - Deputy Prime Minister, Chairman of the Committee for of National traffic and Safety at the preliminary Online Conference for the first 6 months; the Direction of the Committee for National Transportation Safety stated in Report No. 133 / BC-UBATGTQG dated 29.05.2013; the Direction of Mr. Tran Van Vinh - Vice Chairman of the PPC in announcement no. 4372/TB-UBND of PPC dated 06/05/2013. 

All levels, sectors and localities must focus on the implementation of the Directive No. 18 - CT / TW of the Secretariat of the Communist Party, conducting cooperative programs between the provincial Traffic Safety Department and other departments and sectors; raising the responsibility of public duty performers and awareness of traffic participants; sectors and localities must keep track of traffic situation in their areas, take measures to restore traffic and safety order and avoid risk of traffic accidents. 

At the same time, based on the direction contents of the Vice President, provincial units including: Dept. of Traffic and Transport, Provincial Public Security, Saigon Railway Management Company, Provincial Traffic Safety Department Office, relevant industries together with the localities are requested \to take necessary measures in order to ensure the traffic safety in the province effectively.
