54 years ago, on 2nd of July 1958, Uncle Ho wrote the “Patriotic Sanitation” article published on the People Newspaper. The article begins with “with Patriotism, anything that is good for the people, no matter how hard it is, have to be done, anything that is harmful to the people, no matter how hard it is, have to be eliminated”. Everything that is good for the people always caught the attention of Uncle Ho, who devoted all his life to the people as well the nation; whose top desire was to fight for the complete independence of our coutry, freedom of people as well as efficient food, clothes and education. Among those good things, Sanatary task for desease prevention, healthcare and health protection for the people was one of Uncle Ho’s most important missions. For the sakes of the citizens, Uncle Ho had carried out the Anti-desease sanitary mission, which turned into “Patriotic Sanitation” Movement. He always reminded “Everyone, old or young, male or female who is a patriot has to care for the sanitary issues and stay healthy”. One of his five teachings for young children and teenagers is: “keep clean hygine”.
Implementing the teachings of Uncle Ho, in recent years, with the leaders’ concern, the close direction of the Party and State, positive and effective advises and implementation of health sector, the efforts of the Party Committees and administrations, Fatherland Front, the political – social organizations, sectors of all levels toghether with positive response of the people, sanitary and disease prevention work has been widely deployed in many movements, such as “3 cleanesses, 3 eliminations” movement, “cleanly eat, cleanly live” movement, “clean street, clean village” movement, “building 3 sanitary works” in every household... recently, in some movements “together all people build up a cultivated live”, “build up new countryside”, there are also criteria of sanitary for desease prevention, people’s healthcare. Many strategies, national target programs for clean water, sanitation, food safety, disease prevention were made. These movements and national programs have positively impacted the disease control, improved the living environment and contributed to better protection and care for the people.
However, besides the work finished and results achieved, together with limitations, old habits unresolved, nowadays, the process of industrialization, urbanization, globalization, the rise of population and the change of global climate are causing many difficulties and challenges for sanitary and environmental field. Many living enviroments, many industrial parks, residential areas, villages, river systems, canals are seriously polluted by industrial chemicals, plant-protecting chemicals, pesticides, production’s waste and daily life’s waste... Pollution has affected the quality of the air we breathe, the quality of the water we drink, affected the food we eat and directly impacted the health of each of us; while the awareness of personal sanitation, environmental sanitation of many people, many agencies and units are very limited; which made many new diseases arise and develop, some older epidemics tend to flare up again, such as the disease that spread throught the gastrointestinal tract, respiratory, cardiovascular diseases and cancer... which is very dangerous.
The launching ceremony of the "Patriotic Sanitation, Improving the people’s health" movement today is very significant. This is a practical implementation of Uncle Ho's teachings about the “Patriotic sanitation” movement, together with the implementation of “study and follow the moral example of president Ho Chi Minh” in the whole Party and society. The launching ceremony is more meaningful as it was held at the memorial monument of President Ho Chi Minh, Nam Chinh commune, Nam Sach district, Hai Duong province, where Uncle Ho came to visit and talked to people about sanitation and disease prevention work 47 years ago (15th of February 1965). On behalf of the Party and State, I officially launch the "Patriotic Sanitation, Improving the people’s health” movement in the entire Party, people and army.
To effectively implement the "Patriotic Sanitation, Improving the people’s health" movement across the country, I call on the Party Committees and administrations, Fatherland Front, political – social organizations, and the people across the country tried our best to compete, strongly respond to the movement by doing specific, practical, very dynamic and creative actions.
First it is necessary to well propagate in many ways to raise awareness and promote the sense of responsibility of the committees, Party organizations, all levels of the government, unions, social organizations, each residential community, offices and units, each family and every citizen for the importance and benefits of sanitation, environmental protection for the sake of every person, every family, regarding the sustainable development of the country, the people of Vietnam. From changing awareness, improving sense of responsibility, each person, each family, cac all levels and sectors as well as and classes of people should take initiative, to actively participate in the movement, together make enviroment protection and sanitation become regular, daily, at any time, any place, gradually turn into the standards of practice, strive of individuals and emulation of branches, localities, agencies and units to make the environment we live more and more clean and safe, raise the quality of the people’s lives, improve health and race of our nation.
I hope and believe that the celebration of launching "Patriotic Sanitation, Improving the people’s health" movement and recognizing the 2nd of July every year as the day on which every people respond to the movement will create a cultural beauty in the lives of our people, our society. Hai Duong, the chosen province to celebrate the launching movement, did many good jobs in the work of sanitation and disease prevention, health care for people in recent times; the province needs to keep on its progress and take the lead in reponding to this movement.
At the launching ceremony today, I would like to thank countries, organizations and international friends who have actively assisted Vietnam in environmental sanitation activities in recent years and look forward to continuing to receive effective help in the future.
Again, I wish Ladiies and Gentlemen, all fellow comrades good health. I wish the "Patriotic Sanitation, Improving the people’s health" movement” is effectively and successfully done in national scale.
