The provincial Party Committee’s Plan 69 on implementing Central Resolution 4 clearly stated, for the period of 2001-2011, the provincial Party Committee totally disciplined 3,757 of its members. Thus, amount of disciplined members was at an annual average rate of 0.6 – 1.65% of provincial Party Committee’s members. And among the disciplined, 3,223 Party members (nearly 86 percent) had a decline in moral and political ideology and lifestyle.

The most bothered thing was that most of the disciplined were working in administration and State fields (most of whom were working in cadastral section, over 67%; followed by construction, resources – environment, transportation, State Administrative Management, Justice, Judgment and Sanction…). Besides, some disciplined Party members were in fields of Working Party, armed force, productive – business force.
Beside those disciplined, over the past 10 years the provincial Party Committee had 106 weak organizations and 54 Party organizations were disciplined due to their infringements of the principle of democratic centralism, Party’s introductions and resolutions; giving and obeying decisions of their units and seniors, internal unity…
What had led to such weaknesses of Party building progress and infringements of its members? The provincial Party Committee’s Plan 69 clearly stated that it was because of the drawbacks of market mechanism affecting negatively the cadres, Party members; many regulations and policies, documents providing guidelines on the implementation of the Central with insufficient revision and supplementation slowing down the deployment and implementation process of agencies and units… However, the main causes mainly stem from the weaknesses of cadres and Party members. The motivation of becoming a Party member of some cadres expresses the deviance, personally used as an approach to promotion. Criticism and self-criticism is not significant, in harmony with low spirit of building the Party and fighting against negative behaviors; the expression of deference and avoidance still remains, leading to hesitating to directly comment on colleagues’ weaknesses. Management and leadership capacity of some leaders of all levels, especially of divisions and offices is still not good enough to handle urgent issues. Some cadres and Party members are not active in improving knowledge and brainstorming, disqualified for the requirements of politics in the new context. As for Committee levels, loose management is not trustworthy enough for Party members to improve themselves. Handling violations is not persistent and convincing enough for deterrence.

Comrade Le Hong Phuong, Deputy Secretary of Dong Nai Standing Party Committee said that every officer, party member had to review themselves in every field they worked. For leaders, the higher they were, the better they had to be. All the officers and party members must seriously self-criticize and criticize because this was the motto and reason to existence of the party.
Meanwhile, according to Mr. Nguyen Cong Ngon – Vice President of Dong Nai Fatherland Front Committee, it was implementing organizing work to be focused on if we wanted building party work to be effective. We found out “the disease” and the prescription was written out. The matter now was how to “use” the pills in a correct way. Besides, it was necessary to focus on after-reviewing and supervising in order to overcome defects and weaknesses in reviewing, self-criticizing and criticizing progress.
Comrade Tran Dinh Thanh – member of the Central Party, Secretary of Dong Nai Party Committee stated: to implement Central Resolution 4, it was necessary to review, self-criticize and criticize inside party committees, party organizations and party members. Those activities would help them see their weaknesses clearly in order to give solutions to stop the decline in political ideology, moral and lifestyles of officers, party members, and especially leading officers, managers at all levels as well as improve their leading skills, fighting spirit of the party organization and pioneering model role of officers, party members. It also strengthened confidence of party members and people in the Party. However, reviewing did not mean to purge each other yet doing cursorily. Reviewing asked seniors to be a shining example for their juniors. It was not any party committees, majority of officers and party members who were disciplined but “hiding disease” thought to concern.
Comrade Nguyen Cong Ngon added: in practice there were very few people being confident enough to admit their weaknesses. Thus, there should be encouragement from supervisors to help juniors recognize their mistakes and review themselves. Officers must be serious with gaining people’s confidence and colleagues at their offices and units where there were assigned officers.
Comrade Le Dinh Nghiep, former Commissioner of the Standing Party Committee, former Vice Chairman of Provincial People’s Committee… thought that, to implement Central Resolution 4 effectively, it was important to do what had been said and decisively handle weaknesses. The party was made from people, thus the party had to stick with its people, uphold people’s spirit of actively joining in building the party work. The front and unions could be used to collect people’s ideas for the Party with the spirit of building the party stronger and stronger.
