implement the Politburo’s Directive No.3 on promoting the ‘Studying and
Following President Ho Chi Minh’s moral example’
Acknowledged by each organization and unit in the commune, every single task has been deployed specifically according to their own function and duty in order to gain the real significance of studying and following Uncle’s example.

Mr Nguyen Trung Dung, one judicial cadre said: In order to practically put those topics into effect, the ward People’s Committee has registered the content “being conscientious, devoted to serving people”, in which the main emphasis is laid on public administration reform; transparent procedures; changing service attitude and behaviors’. For example, as in the residence register procedures, it used to take up to 15 days in the past, but it has been reduced to only 3 days of settlement by the People Committee. Issuing health insurance used to depend on higher authority. However, in order to save time and create convenience, communal cadres have been weekly sent to District to directly carry out the procedures. Moreover, all of the communal cadres also ensure punctuality, and availability at “one door unit” to best serve local people.
Public issues are being settled
Women’s Association has built the campaign “Taking good care of poor women and children”. The association has encouraged 4 groups to save money, with 117 members; 18 women’s saving groups, with 891 members. From these groups, the Women’s Association of Thien Tan ward raises more than 300 million Vnd each year to enable women in difficult circumstances to improve their life standard. The association has also motivated women to financially aid one member in extreme circumstances on a regular basis, with the amount of 300 thousand Vnd per month.
In the mean time, War Veteran Association pays a lot attention to adolescent training on political ideology and traditional values. Recently, the Association had cooperated with Youth Union and Public Security of the ward to provide 3 juvenile delinquents with proper education. As for Party cell within the Military of the commune, apart from performing specialized duties, they also stay responsive to the studying and following Uncle Ho by organizing productivity awareness campaign for cadres, congressmen, intellectual workers and militiamen. For the time being, the ward military agency has planted various vegetables and fruit types to meet their daily demand for nutrition.
Secretary of Party cell, principal of Thien Tan Secondary school said: in the previous school year, the student dropout rate was 2.8%, mostly because of their difficult family situation. In order to prevent this, the school has called for the attention of benefactors, consulted committee of all levels, the government and associations on helping poor students. Thanks to that, the dropout rate has dropped to 1.8%. Moreover, the school also puts an emphasis on raising the awareness about environmental protection and the saving habit among students. Litter and paper waste are collected and dumped at the right place or sold for class fund.

Mr Nguyen Pham Anh Dung, Deputy Head of the Propaganda Department of ward Party Committee said: until now, the local residents have contributed to building 2 local roads, with the total length of 1.679m, total construction fund of 8540 billion dong, 755 million dong of which was contributed by the residents giving up their own land. Besides, they are also credited for contributing to building 5 more internal roads within residence area with total construction cost of 522 million dong.
Secretary of Party Committee of Thien Tan ward Ms. Tran Thi Thanh said that many fields operated in the area have been improved significantly. Up to now, there is no sign of poverty in Thien Tan
Several practical examples of people voluntarily giving up their land for road construction are Ms Do Thi Du, who gave away 500m2 of land; Mr Tran Ngoc Thanh, 400m2; Ms Nguyen Thi Huong, 300m2; Nguyen Van Tuoi, 160m2.. According to Mr Nguyen Huu Tai, secretary of Party cell 2 – Communist Party of Thien Tan ward, most of the residence who contributed their land are not really in the middle class section. However, for mutual benefits, they are willing enough to give away their land for better traffic condition.
In addition to getting actively involved in the road building, the local people in Thien Tan ward have also set many other good examples. One such case is Ms Ho Thi Thu Lan, who contributes 2 tanks of clean water for drinking each day for the kindergarten of the ward; Ms Vo Ngoc Thu, head of Women Association 1, Ong Huong Hamlet, who actively participates in local activities, motivating the local people to follow the strategies set out by Party, rules and law promulgated by the government. She also took part in family violence prevention campaigns herself, which protected her from such 1 case.
