The 7th conference of the Provincial Party Executive Board (8th Term) announced

The conference agreed on the evaluation over the task implementation in the first quarter of 2007 as follows:

In the first quartet of 2007, executive committees of party hierarchy, authorities, sectors, enterprises and people in the province made effort to carry out the Resolution of the Provincial Party Executive Board on tasks and targets of 2007 and obtained a large number of achievements.

The socio-economic situation in the province was stable and developed. The outstanding thing was that GDP increased by 15.07%, industrial production value went up by 23.6% and export reached 1.1 billion USD, increasing by 29%, i.e. exceeding the target set. The total investment capital for development was 4,700 billion VND, increasing 10.4% compared with the same period. Thu Bien Bridge was being built, the project for Long Thanh International Airport groups were announced and the project for Nhon Trach new urban area to 2020 was approved by the Government Prime Minister. Activities of agricultural encouragement, plant protection and prevention and fighting against epidemic diseases were focused and timely dealt with. Water supply for watering cultivated crops and serving people’s daily lives were ensured. Affairs of prevention and fighting against drought and forest fires were closely given directions. A wide range of fascinating cultural and sports activities having socio-political significance and featuring national character drew attraction of a great number of people to take part in. Affairs of taking care of social policy-benefiting people, education, public health, vocational training, job creation and poverty alleviation were maintained well. Disputes between labours and labour users were timely settled and the strike situation in some of enterprises in the province was stabilized. The political security and social safety and order were protected. The soldier enlistment for the first stage was finished, fulfilling 100% of the target in both quantities and quality at all three levels. The public relations system, the Fatherland Front and many organizations not only organized a large number of practical activities to take care of spiritual and material lives for their own members, members of the Youth Union and all classes of people but they also appealed to the people for their implementation of the Party’s guidelines and the State’s policies. They also actively take part in the preparation for The 12^th National Assembly Election. The affair of building the Party was focused. The whole Party Committee launched the campaign “studying and following the moral example of Ho Chi Minh” and carried out the Central Resolution 3 (The 9^th term) on the enhancement of the party leadership in prevention and fighting against corruption and waste, initially getting good results. Besides, the conference also pointed out some weakness and shortcomings, including: the service growth and the investment promulgation of some projects in accordance with the Resolution of the Provincial People's Committee were still slow; the results of attraction of foreign investment and budget receipt were poor compared with the target. The violations of traffic law and traffic accidents were not defeated. The administrative reform not only made no breakthroughs but also was annoying to the people and enterprises. The settlement of citizens’ complaints and accusations was slow. The quality of officials at the grass roots political systems was still limited and the standard level according to regulations was low.

Based on results obtained in the first quarter of 2007 and Resolution No.05-NQ/TU, the conference specified important tasks and solutions to focus on giving directions on the operation in the second quarter of 2007, as follows:

- Center on giving directions on a faster and more stable economic development; intensify domestic and foreign investment attraction ; speed up the construction of key projects according to the Provincial Party Resolution; make a good job on planning and resettling for the residents in the projected – area; make a real change in the speed of service development and budget receipt.

- Enhance the popularization of 12^th National Assembly Election, the meaning of the nation’s important public holidays and achievements obtained by the province and the whole country; make a good job on doing cultural and sports activities on the occasion of important public holidays; give directions on the task fulfillment during the school year 2006-2007; effectively promulgate programs of the provincial human resource training project in the period 2006-2010; conduct solutions to the alleviation of poor households; strengthen vocational training and job creation; launch practical movements to take care of material and spiritual lives for war invalids, martyrs’ families and people who made a great contribution to the nation, commemorating 60^th annual day for martyrs  and war invalids.

- Give directions on making a real change in the reform of administrative procedure, especially that directly connected with the people and enterprises; publicly and clearly carry out some of activities taking place in state run agencies; correct civil servants’ responsibilities and attitudes; appreciate the sense of responsibilities, the sense of serving the people and the sense of discipline of officials, party’s members, civil servants in carrying out their missions, particularly agency and organization leaders; invest in material facilities and create favorable conditions for citizens when they come to state agencies for work.

- further focus on traffic safety, make effort to largely decrease traffic accidents and the number of the death and the injured due to traffic accidents; promulgate methods to maintain political security and social order and safety in the region, particularly in important public holidays (e.g. April 30^th, May 1^st) and the 12^th National Assembly election

- Give directions on the renovation of operation content, methods and quality of organizations; intensify the building of key forces in political organizations and develop party’s members and associates; focus on giving directions on how to organize successful Veteran Association Congress and the Youth Union Congress at the upper grassroots level; call upon the people to do a good job on conducting rights and duties of citizens and actively take part in the 12^th National Assembly Election to ensure the democracy and law implementation.

- Hold a preliminary summing-up of the movement “studying and following the moral example of Ho Chi Minh” and continue with the promulgation in the whole party committee and among all classes of people in the province on the occasion of Uncle Ho’s Birthday; continue concretizing and effectively conducting the contents of Central Resolution 3 (9^th term) on intensifying the party’s leadership in prevention and fighting against corruption and waste; make a good job on conducting democratic regulations at grassroots level; persist in fighting against and defeating corruption and waste in every organization, agency and unit.

The conference approved the report of the Provincial Party Inspection Committee about the party inspection affairs in the first quarter of 2007 and approved the reports of experience collectively drawn by the Provincial Party Standing Committee, Secretaries and Deputy Secretaries in 2006.

The Provincial Party Executive Board believed and called upon officials, party’s members, civil servants, soldiers and all classes of people in the province to strengthen solidarity, intensify internal force and positive results obtained in the first quarter and struggle for fulfilling the tasks of the second quarter of 2007, doing an outstanding job on fulfilling the tasks and the targets of 2007 set by the Provincial Party Committee.
