State administrative reform is not only an urgent task but also a sensible, intricate and difficult one. However, thanks to the right awareness of this task, Dong Nai province has made significant progress in state administrative reform.

“One-door” section at the Department of Education and Training

 

* Continue promoting “one door” mechanism

  In order to thoroughly understand administrative reform in the province, from 17 September to 16 October, the Department of Internal Affairs collaborated with the Department of Justice to inspect the implementation of administrative reform. Top priority is given to inspecting administrative procedure reform and implementing “one door” mechanism at 23 units across the province (among which there are 13 departments and sectors, and 10 district-level units). The inspection has shown that the task of checking administrative procedures to abrogate and amend the invalid or inappropriate administrative procedures, especially the administrative procedures relating to citizens and enterprises was deployed closely connected with the implementation of “one door” mechanism, getting the initial results. Specifically, the units checked a total number of 315 administrative procedures; abrogating and amending 59 ones; presenting petition to the authorities to abrogate and amend 36 ones. However, although some units have deployed the checking of administrative procedures, they have not yet implemented periodic statistics surveys, so their results of checking have not been shown. Besides, some have not yet really concentrated on the task of checking administrative procedures such as the Department of Post and Telecommunication and Cam My district.

  As for “one-door” mechanism implementation, the units have promptly and actively set up and consolidated the request-receiving and result-returning sections being only “one-stop” to receive dossiers and return results to citizens and enterprises according to the regulations of “one-door” mechanism. Most request-receiving and result-returning sections are located in the convenient places with waiting chairs and suggestions box for citizens. The units have obeyed and formally focused on publicly posting up administrative procedures, dossiers, charges, fees and time for settling various problems. In addition, the address and hot line telephone numbers of the units are made public to receive suggestions and questions of citizens and enterprises. Accordingly, the units have also actively chosen and arranged cadres who have high qualifications and good moral qualities to work in these sections. In most cases, the department-level units often arrange 1-2 cadres for receiving requests and returning results; and almost district-level units arrange 5-6 ones. Particularly, The Department of Natural Resource and Environment does not set up this kind of section, but a special section called registration section to perform the function of receiving the dossiers and returning the results for all administrative procedures of the Department. Many districts of Trang Bom, Nhon Trach, and Long Khanh town have arranged the cadres who are master of one major and the others.

  The implementation of “one-door” mechanism in coordination with state agencies that settle the granting of business registration certificates and tax registration certificates, and the granting of seals to enterprises has brought the significant results. Until now this procedure has lasted only 12-15 days, making the implementation process of private procedures much shorter (instead of over 30 days as regulated). With “one-door” mechanism implementation, enterprises just have to submit dossiers and receive results through one body such as the Industrial Zone Authority or the Department of Planning and Investment, not need to go through other agencies. Therefore, the time to   settle the administrative procedures for enterprises and investors has been lessened. At present, Industrial Zone Authority has granted 10 FDI project certificates in the industrial zones. Nhon Trach district chose one ward to pilot the “one-door” mechanism implementation for the granting of land use right certificates from the commune level to the district level.

    With what have been done in the past time, the inspection team has required the units to further step up the task of checking administrative procedures and declaration forms. Districts and townships need to choose one commune or ward to pilot the “one-door” mechanism implementation for the granting of land use right certificates from the commune level to the district level in order to draw experience for the deployment of this task in 2008.

Effect of administrative reform

   In the general program of state administrative reform in the period 2001-2010, the strategic orientations have been proposed for its performance including institutional reform, administrative reform, training and developing the staff of cadres and civil servants, and public finance reform. The program has been divided into two stages of implementation, of which the first stage (2001-2006) had ended and got the initial results. From then on, the summing up and evaluation have been carried out to propose the solutions for the second stage of implementation program (2006-2010).

  In Dong Nai province alone, the administrative reform has been paid much attention for a very long time. In administrative reform, it is necessary for the provincial People’s Committee to hold exchange meetings with enterprises every year to listen to ideas and expectations, and to settle troubles arisen in the process of investment and production. The provincial Industrial Zone Authority has established and successfully implemented “one-door” model for the granting of investment licenses. Therefore, the investment license proceeding are shortened from 15 days to 7 days, and 50% of dossiers are processed in only 3-5 days. Dong Nai Tax Bureau has applied “self-declaration of taxes and paying taxes” mechanism, contributing to reduce troublesome procedures for enterprises and family businesses. Apart from implementing many efficient import-export management programs, the Department of Customs of Dong Nai province has actively set up Website to provide necessary information for enterprises. The Provincial Police have also successfully deployed the model of registration of transport means shortening from one month to one week and to the minutes (this proceeding now is 120 minutes, the transfer of ownership of transport means is processed in 240 minutes, at the same time the number licenses and certificates are granted).

    In addition, the agencies and units have paid much attention to the application of IT to administrative management, especially in the field of technical infrastructure construction, electric official document management system, categories serving for administration, the program of granting the dwelling house ownership certificates and land use right certificates, and enterprise information system. Nevertheless, the reality has indicated that some units have not yet effectively promoting the application of IT to administrative management. It is mainly due to the fact that they have not yet had specialized IT software serving the task of settling administrative procedures.
