During the National Week (NW), a large number of banderoles and slogans in response to The National Week were hung in front of enterprises’ gates and working places. Five enterprises held meetings by themselves. All units organized self-evaluation. More than 5000 people attended 77 classes for labour safety and hygiene. Six units examined working environment. About 1,000 labourers of seven enterprises had medical check-up. Seven units organized 15 demonstrations of fire prevention and fighting with an attendance of over 625 people. Seven units visited 55 families whose relatives had industrial accidents. A large number of units made good job on other activities such as holding a talk, taking part in examinations of good labour safety and hygiene, organizing exhibitions, equipping individual protection means, spring-cleaning the residential areas etc. Billions of VND was invested in improvement in working conditions and a green – clean environment.
In 2006, 52 construction works worth nearly 80 billion VND were used for improving working environment,. Two million meter squares of plants and nearly 2.5 million meter square of grass cover, worth 14 billion VND, were grown. In coordination with The Department of Labour, War Invalids and Social Welfare, the Authority of Labour Safety (The Provincial Labour Union) organized 4 classes, which trained 253 trade union officials and management officials of 78 enterprises in content, methods and activities of labour safety. Surveys were carried out in 223 enterprises and examination was conducted in 10 enterprises. 187 enterprises did good job on coordinating between labour users and union locals in self-examining the implementation of labour safety.
The Provincial Police organized 893 classes that trained 5,000 people for FP&F, organized province-wide demonstrations of FP&F with an attendance of 8,000 members from 595 FP&F teams, maintained the operation of 1,000 FP&F teams among the total number of 1.500 teams and added 134 projects for FP&F for establishments. Departments and sectors intensified the examination of LS&H – FP&F in accordance with their functions.
Most of provincial enterprises were active in response to the 2006 National Week for LS&H – FP&F. The typical example was Dong Nai Rubber Company. It consolidated its system and laid responsibility for labour safety on each management official and division. Also, it paid an allowance of 30,000 VND per person for the LS&H network, repaired and upgraded machines, equipment, and safety working devices, carried out medical check-up for labourers, compensated for toxicity and trained for LS&H etc with the total expense of 26 billion VND.
Dong Nai Post Office did good job on coordinating between enterprises’ leaders and local unions in order to popularize, examine and invest in labour safety, organize training courses on LS&H, organize LS&H quiz with an attendance of 1,210 staffs and prevent industrial accidents, occupational disease and fire from happening. Bien Hoa One-Member Ltd Liability Company of Construction – Building Material Production not only made a good job on training for LS&H – FP&F and taking care of labourers’ health but also had FP&F force. In coordination with FP&F Police, Roo Hsing Company organized demonstrations of ways to get out of danger, give first aid to victims and prevent accidents at work, fire etc from happening.
Although many of units made a good job on LS&H-FP&F, the number of industrial accidents, occupational disease and fire decreased insignificantly. That is because a large number of enterprises whose production fields were prone to industrial accidents, occupational disease and fire were not actually concerned about labour safety. According to statistics, in 2006, the whole province had 872 industrial accidents killing 31 people, 47 fires killing 4 people with the damage of nearly 29 billion VND.
The reason was that the awareness and knowledge of labour safety – FP&F of many enterprises’ leaders did not opportunely satisfy the demand for the speed of production development in an industrial province. Besides, there were still many weak points in giving instruction and inspecting, especially as for remote establishments which lacked information about LS&H - FP&F. Many violated units were not punished strictly.
The National Week for LS&H - FP&F this week is entitled “improving working conditions and limiting industrial accidents, occupational disease and fire”. Its objective is to enhance awareness and responsibilities of labour users, labourers and authorities at all levels in this field. In addition, its objective is to intensify activities to improve working conditions, meeting the target “building and developing culture in labour safety” and contributing to the stable socio-economic development.
