In early 2006, the whole province had 41,726 poor households, accounting for 9.84 percent of the households. The 2006 program “eliminating hunger and reducing poverty” mobilized and added nearly 200 million VND to the expenditure source, reaching 78 percent. Thirteen thousand of the poor households were lent with interest 100 billion VND, reaching 130 percent of the 2006 target. The province integrated many programs, many of which were social-economic programs such as investment in construction of infrastructure for greatly difficult communes, support for accommodations and exemption from school fees etc Up till now, 171 communes and wards have had car roads and 95 percent of communes and wards have access to the national electricity grid. Eight series of poor students were granted 1.5 billion VND. The poor blind were brought light with the expenditure of 200 million VND. As for housing support, the province called for construction of 1,400 houses of benevolence given to poor households with the expenditure of 10 billion VND. In 2007, the whole province is trying its best to eliminate at least 5,000 of poor households, decreasing the rate of poor households by 7.5 percent. Social welfare is being intensified to help a section of residents having particularly difficult situations to stabilize their lives and re-integrate into the community. In this affair, vocational training and job settlement for 5,000 poor labourers are considered as fundamental solutions.
