Accelerating Land Clearance for Two Key National Transportation Projects

(News Portal – Dong Nai) - On August 13, Deputy Secretary of the Provincial Party Committee and Acting Chairman of the Provincial People's Committee Vo Tan Duc chaired a meeting with relevant departments, sectors, and localities to review the progress of compensation and land clearance for the Bien Hoa - Vung Tau Expressway and the Ring Road 3 - Ho Chi Minh City projects.

Deputy Secretary of the Provincial Party Committee and Acting Chairman of the Provincial People's Committee Vo Tan Duc delivered the concluding remarks at the meeting. 

Regarding the Bien Hoa - Vung Tau Expressway Project, according to People's Committee of Long Thanh District, the total land area to be acquired in the district is over 290 hectares involving 2,778 cases. To date, Long Thanh District has approved compensation and support plans for 1,844 cases covering approximately 161 hectares, achieving about 66% of the total land area required. The district has handed over more than 122 hectares to the investors, including over 36 hectares for component project 1 and nearly 86 hectares for component project 2.

For the section passing through Bien Hoa City, the total land area required is over 59 hectares with 1,125 plots. To date, Bien Hoa City has approved compensation and support plans for more than 36 hectares, corresponding to about 63% of the land area needed. On the ground, Bien Hoa City has handed over more than 21 hectares to the investor for project implementation, achieving about 36% of the total land area to be handed over.

Regarding component project 4 of the Ring Road 3 - Ho Chi Minh City Project, Nhon Trach District People's Committee reported that the total land area to be acquired is about 65 hectares from 798 households and individuals. To date, Nhon Trach District has completed the approval of compensation and support plans for all cases. In terms of land handover, the locality has temporarily handed over more than 49 hectares to the investor, reaching nearly 76% of the total land area to be handed over.

In his concluding remarks, Acting Chairman of the Provincial People's Committee Vo Tan Duc assessed that the progress of land clearance for the Bien Hoa - Vung Tau Expressway and the Ring Road 3 - Ho Chi Minh City projects through the province is very slow. Specifically, the Bien Hoa - Vung Tau Expressway Project has twice missed deadlines for land handover as committed to the Government.

Therefore, in the coming time, relevant units must adhere to the spirit outlined by the Prime Minister, which is "only discuss actions, not setbacks" in executing tasks. For the Bien Hoa - Vung Tau Expressway Project, compensation and support plans for the remaining cases must be completed before August 30. Additionally, efforts should be intensified to encourage residents to hand over land. Bien Hoa City and Long Thanh District need to expedite the construction of resettlement areas to arrange resettlement for affected residents. The Department of Industry and Trade should guide localities in relocating technical infrastructure systems to facilitate project construction.​

For the Ring Road 3 - Ho Chi Minh City Project, Nhon Trach District must complete land handover by August 2024. "Relevant units must focus on resolving land clearance issues decisively for these two key national projects passing through the province," Acting Chairman of the Provincial People's Committee Vo Tan Duc demanded.
