Dong Nai Takes the Lead in Implementing Green Growth

(News Portal – Dong Nai) - The ongoing training program, aimed at updating knowledge for key provincial, district, and equivalent officials in 2024, is organized by the Provincial Party Standing Committee in collaboration with the Academy of Politics Region II.

Provincial leaders along with leaders of provincial and district agencies are participating in the course. 

Participants are being educated on two main topics: Enhancing the leadership capacity and ruling capacity of the Communist Party of Vietnam in new conditions, delivered by Associate Professor Dr. Nguyen Quoc Dung, Director of the Regional Political Academy II, and Green Growth, Green Economy, communicated by Dr. Mai Chiem Hieu, Deputy Head of the Political Economy Department, Regional Political Academy II.​

In the current international and domestic context, to enhance the ruling capacity of the Party, it is essential to persistently and creatively apply Marxism-Leninism, Ho Chi Minh's ideology on ruling parties, and the Communist Party of Vietnam's ruling experience, thereby enhancing the Party's ruling capacity in the new situation.

Building and promoting the role of a socialist rule-of-law state by the people, for the people, effectively performing its functions and duties of social management by law.

Promoting the role of the Vietnam Fatherland Front and socio-political organizations in building a ruling Party and a clean, strong, efficient rule-of-law state.

Implementing the perspective "taking the people as the root," relying on the people, and promoting the people's right to participate in building the Party and the cadre team.

Strongly innovating cadre work to ensure the arrangement and use of the cadre team, especially strategic-level cadres and leaders of organizations within the political system, in a truly scientific, democratic manner, adhering to the laws of the State and the discipline of the Party.

Regarding the topic of Green Growth and Green Economy, Dr. Mai Chiem Hieu noted that Dong Nai was one of the earliest provinces in the country to develop industry. This has been a significant driving force for economic growth, social development, and attracting foreign direct investment. However, it has also left numerous consequences, particularly concerning the environment.

Recognizing this, in recent years, the province has shifted towards attracting "green" investment by selecting projects with high scientific and technological content, generating significant value, and being less labor-intensive with minimal environmental impact. Additionally, the province has allocated part of its budget to invest in an automatic wastewater monitoring system in industrial zones and provided preferential loans for environmental projects and works. As a result, the province is leading the nation in the rate of wastewater collection and treatment in industrial zones, with over 70%, and the rate of industrial and domestic solid waste collection and treatment in line with standard procedures reaching 100%.

For industrial zones established earlier, the province has requested investors to upgrade infrastructure and invest in technology to recycle waste, and to add green spaces and amenities based on ecological and green industrial zone criteria. The province is also relocating production facilities from residential areas into industrial parks or clusters and planning to repurpose Bien Hoa 1 Industrial Zone to reduce environmental pollution risks. ​

The provincial People's Committee has also issued Decision No. 385/QĐ-UBND approving the Carbon Emission Reduction Project in the province until 2030, with a vision to 2050. Thus, Dong Nai is among the first localities in Viet Nam to implement a green growth plan, providing an advantage in attracting credit and technology from foreign investors.
