Reviewing the Progress of the Conversion of Functions for Bien Hoa 1 Industrial Zone

(News Portal – Dong Nai) - On the afternoon of August 12, Deputy Secretary of the Provincial Party Committee and Acting Chairman of the Provincial People's Committee Vo Tan Duc chaired a meeting with relevant units to find solutions to overcome difficulties and accelerate the progress of converting the functions of Bien Hoa 1 Industrial Zone.

At the meeting, Director of the Department of Planning and Investment, Mr. Nguyen Huu Nguyen, reported that the relocation progress of the enterprises is currently slower than planned. In phase 1, five enterprises have proceeded or are proceeding with relocation, while ten units have no relocation plans. In phase 2, only three enterprises have relocation plans.

According to representatives from departments and sectors, the main challenge in the delay of relocation efforts is the mechanism and policy supporting the enterprises and workers during relocation. Currently, there is no legal basis for the locality to create specific mechanisms and policies to support relocating enterprises, and all must adhere to existing general legal regulations. Developing policies for workers is also facing difficulties. Other related tasks are also not meeting the progress targets.

Acting Chairman Vo Tan Duc emphasized that the project to convert the function of Bien Hoa 1 Industrial Zone into an urban-commercial-service area and improve the environment is a crucial task for Dong Nai. Two months after the project's approval, the progress of task implementation is slower than required, notably with some units assigned tasks not actively fulfilling them.

The provincial leader requested that assigned units must demonstrate a sense of responsibility and not avoid difficulties in implementing the general policy. Units must prepare a detailed timeline, establish an interdepartmental coordination mechanism, and evaluate monthly the completed work, existing issues, and solutions. Simultaneously, they should proactively receive and respond to feedback from enterprises during the function conversion of Bien Hoa 1 Industrial Zone. For unclear issues during implementation, units should seek guidance from central ministries and sectors.​

According to the project to convert Bien Hoa 1 Industrial Zone into an urban, commercial, service area, and improve the environment, the relocation of factories and enterprises will be divided into two phases. Phase 1 will relocate enterprises located in the area of about 75 hectares in zone 1, south of Bien Hoa 1 Industrial Zone, before December 2024. Phase 2 will involve relocating enterprises in the remaining area of the industrial zone before December 2025.
