On April 1st, 2013 the provincial people’s committee promulgated the plan no 2439/KH-UBND on organizing training session on public administrative reform in 2013.
Training on professional insights of administrative reform includes: Making plans of administrative reform, making report on administrative reform; implementing practice of information and communication on administrative reform; tracking and assessing administrative reform; conducting investigation and survey on satisfaction levels of individuals and organizations for the services of the State administrative agencies; public service ethics and workplace communication.
The conference held for 93 civil servants in charge of the administrative reform of many agencies and units will take place for 02 days in July, 2013, the expense is covered by the provincial budget which is supplementarily provided to the Department of Home Affairs by the Department of Finance in 2013.
The implementation of the plan is entrusted to the Department of Home Affairs by the provincial People’s Committee in coordination with other units to arrange location, prepare facilities, equipment and materials for training; directly monitor and manage the training; make report on progress of the plan to the provincial people’s committee and settlement of expense to comply with regulations. Department of Finance is responsible for allocating fund to ensure the implementation of the plan. Heads of agencies and units coordinate with the Department of Home Affairs to implement the Plan; appoint civil servants to join the training conference. During the deployment process if difficulties arise, the Department of Home Affairs should report to chairman of the provincial People’s Committee for timely solutions.
