Report on the implementation of Youth Law 2005

On February 28th, 2013 the Provincial People’s committee made a report no 1593/BC-UBND on the implementation of Youth Law issued in 2005. Accordingly, the Youth Law 2005 is considered an important document regulating youth organizations, the status and role of the Ho Chi Minh Communist Youth Union – a prominent socio-political entity of the youth as well as the Viet Nam Youth Union. The Youth Law on one hand regulates the rights and obligations of the youth, on the other hand administers that of the Government, family and society towards the youth. The Youth Law came into effect on July 1st, 2006 and the Decree no. 120/2007/NĐ-CP of the Government dated July 23rd, 2007 facilitating the implementation of some articles of the Youth Law has brought about a legal framework for many governmental bodies to adopt the law into practice such as the policy on vocational training and job referral, education and training policy, health care policy for the youth.



For the past years, the Provincial People’s Committee has focused much on instructing many ministries, departments and agencies to come up with plans to implement and release instructive documents on the Law. The Ministry of Justice instructed local Justice Department at many districts, towns of Long Khanh province as well as Bien Hoa city in cooperation with the Youth Union to distribute the Law and guidance on implementation to local officers, officials and members; in collaboration with the Dong Nai provincial youth group to organize training conference on the Youth Law and Officer Law to the Management Committee, the provincial legal reporter, legal officials of municipal departments, branches, state enterprises. The youth has deeply acknowledged and profoundly determined their central position, as well as shown creativity, enthusiasm of the youth, potentials of youth force in carrying out the economic, socio-political, security and local defense objectives, at the same time got insights into the role, status of young people during the renovation, construction and development of the country.

Additionally, the implementation of the objectives and targets for the youth has fundamentally help provincial officials and civil servants, party members, trade unionists, young members have a good grasp of the viewpoints of the Party towards activities aiming at the youth. All levels of the government should come up with their acting plan to practically bring to life the spirit of youth activities, specific attention should be spent on the political, revolutionary ideals and traditions education to younger generations. All levels of governmental bodies have been well aware of their responsibilities towards the youth, paying more care for their essential and chronic as well as immediate worries such as education, jobs, earnings, cultural and spiritual needs…many praise-worthy figures have been exemplified and rewarded to promote a sense of responsibility in building process of the nation; many talented young officers have been promoted, assigned to key positions in many governmental bodies. 

The report also pointed out many shortcomings in the of perspective awareness the Party, the State law compliance in youth work of a number of committees, local government and some youth divisions and union members.
