The Congress was attended by Dang Ngoc Tung – Chairman of Vietnam General Federation of Labour , Tran Dinh Thanh – Secretary of the Party’s Committee, Le Hong Phuong – Standing Vice Secretary of the Provincial Party’s Committee, Vo Van Mot – Chairman of the Provincial People's Committee, Nguyen Thi Kim Lien - Chairperson of the provincial Fatherland Front Committee, representatives of the People’s Council and nearly 400 delegates, 346 of who are elected at the grass roots level.
The report of the 7th provincial Trade Union’s Executive Board showed that in the last five years Dongnai’s socio-economic growth was stable, the number of employees increased quickly with the current number of 420,000 people (up 170,000 people compared to the beginning of the term) and 669 municipal trade unions were newly established with 169,800 members, bringing the total number of municipal trade unions across the province as many as 2,081 with 341,375 members.
The labour quality kept being enhanced. An average 85 thousand people have been employed, their income has somewhat increased and the labour relations in various types of businesses are fundamentally stable.
In the last term, all-level trade unions have had many ways of popularizing and educating politics, thoughts and awareness for employees, caring and protecting the employees’ legal rights and interests, organizing patriotic movements and a number of outstanding trade unions’ members have been admitted to the Party, which have contributed to the development of the socio-economy and protection of the politics and security.

However, there were some shortcomings and limits in the trade unions’ operation and movements. For example, although the ways of popularization were reformed, they still did not meet the current situation of working class building. Operation of some trade unions under foreign-invested businesses was not really strong. Settlement of problems arising in the labour relationship with regard to officials of non-state trade unions was weak. Negotiation to sign collective labour agreement did not meet the targets set be the Resolution and so on

Addressing at the Congress, Chairman of Vietnam General Federation of Labour Dang Ngoc Tung highly appreciated the targets set by the Congress and asked the trade unions at all levels to, in the coming time, reform ways of popularization so as to be suitable to the psychology and living and working conditions of employees, invest more in the non-state economic sector and regard the role in protection of employees’ legal rights and interests as the important and overall function of the operation. Also, on behalf of the Labour Federation, he answered the delegates’ questions at the congress.
Speaking at the Congress, Tran Dinh Thanh – Secretary of the Party’s Committee commended the achievements of employees and operation of the provincial trade union in the last term but he also pinpointed the shortcomings and weakness and pointed out important tasks needed focusing in the coming time. He noted the high ratio of female employees in the structure of working class in Dongnai so he said it was necessary to value the training and improvement of trade unions’ female officials, better the implementation of the regime and the policies for female employees, improve their working conditions and care more for their children.

The Congress elected the 8th provincial Trade Union’s Executive Board including 41 people. The Standing Committee consists of 11 people. The Inspection Committee comprises 7 people. Huynh Tan Kiet, Chairman of the 7th provincial Trade Union is re-elected. Two deputy chairpeople namely Le Thi My Le and Huynh Van Tinh are also re-elected for the 8th term.
The Congress introduced the 8th provincial Trade Union’s Executive Board and passed its resolution.
