Giving the opening speech, Tran Dinh Thanh confirmed the arising difficulties the province had to come up against besides advantages it experienced in the first six months of the year. He cited the price increase in essential goods along with the currency market, real estate and VND/US$ exchange rate, which exerted a great influence on the poor and business, as an example. He yet noted the effort made by sectors and districts to develop the province’s economy by achieving or even surpassing the targets set by the Resolution in a number of important sectors. The whole province had strictly begun to curb expenses, the credit market had been stable and social aspects had much improved, said he.
However, in the remaining months of the year, the economy of the nation and the world might grow complicatedly, added he. Therefore, he said, to curb inflation and improve the development quality, this session would focus on accurately evaluating the results achieved in first half of the year and then discussing solutions for the fulfillment of the whole 2008’s tasks. The session would also made decisions over some issues on the organization of government officials such as voting for the position of Vice chairperson of the Provincial People’s Committee and Chief and Deputy Chief of the Economic – Budget Board under The People’s Council.
To make the session successful, Thanh suggested the delegates should make quality proposals, especially those on solutions to curb inflation, control loss of budget revenue, fight against trade fraud and speculation and practice thrift in production and consumption. He gave prominence to the roles of officials and party’s members in fighting against corruption, waste and red tape and improving efficiency in settlement of residents’ complaints and accusations.
Deputy Chairman of People’s Committee Dinh Quoc Thai made a summary report on the results achieved in the first six months and the remaining objectives and tasks for 2008. The reports showed that GDP reached VND12,755 billion or 43.7 percent of the plan, up 15.3% against the same period and that industrial sector gained a rather high growth rate (20.7%), agriculture sector’s growth was stable, export increased by 25.4%, foreign investment attraction surpassed 44.5% compared to the resolution’s target and so on
For solutions for the remaining months, the Provincial People's Committee will focus on removing obstacles due to the fluctuation of prices, controlling epidemic diseases in agriculture, applying new advances to production, building brand name for products and encouraging the use of domestic products instead of imported ones. It will also try to remove obstacles for export businesses, especially those who export farming products, deal with shortcomings in banking services, fight against loss of tax revenues, smuggling and trade fraud and closely control public expenses. It will check over the investment projects financed by the state budget in order to prevent the projects from being “suspended” and continue examining “one-door” mechanism.
Representative of Finance Department reported on the state budget revenue and expenses in the first 6 months and the department’s tasks in the rest of the year. Representative of the Provincial People's Committee read reports on the allowance regime for officials and civil servants working for “one-door” sections. Other reports are about the results of capital construction and investment in the first half of the year and the adjustment of the plan for capital construction in 2008. Besides, boards under the People’s Council also reported the investigation of the mentioned issues.
