Development of collective economy has not met the demand

At the Conference to evaluate the implementation of Action Program No.24 of the 7th Party’s Committee’s Executive Board and Resolution No.5 of the 9th Central Party’s Executive Board, The provincial steering committee for building and development of collective economy said many good models were still unavailable and the collective economy did not have many remarkable changes.

The whole province has 453 smaller cooperatives with more than 20,000 members (83,4 of who are farmers), 306 highly productive clubs with 9,264 members and 190 larger cooperatives, cooperative associations and people’s credit funds with the chartered capital of over VND307,6 billion and 34,532 members. Agricultural cooperatives has as many as 66 units with the chartered capital of VND109 billion. There are only 20 industrial and homecraft cooperatives but with the chartered capital of VND88.373 billion.

The remaining are cooperatives of trade, transportation service, construction, shipment, environment and credit. By classification, 44 percent of cooperatives run rather well, 33 percent are average and the remaining are bad. The reason is that human resources for development of collective economy are not good enough and although the province’s policies are available, the application is not good and properly given attention to.

Capital and land used for building offices and certificates of land use right are not quickly and thoroughly solved. One of the important things which Secretary of Party’s Committee Tran Dinh Thanh and Standing Vice Secretary of Party’s Committee Le Hong Phuong pinpointed is that people still have a complex about the collective model existed since the subsidized regime.

Tran Dinh Thanh asked the Steering Committee to build and develop cooperative economy and required leaders of departments and sectors to thoroughly grasp the Central Resolution No.5 and the Action Program No.24 to draw up a plan to build and develop the cooperative economy from now to 2010 and after 2010. In late August 2008, the Standing Party’s Committee will have a meeting to listen to the specific action plans of units and localities.
