Giving the welcoming speech in session, Central Party Commissioner, Provincial Party Committee Secretary and Chairman of Provincial People’s Council, Mr. Tran Dinh Thanh said that, for the first 6 months of 2007, despite facing not quite a few of difficulties and challenges in several fields that caused certain impacts on production and human life, local Party Committee, populations and enterprises attempted to obtain and outreach socio-economic targets that had been mentioned in the Decree of Provincial People’s Council. As for the targets towards the added value in the service, agriculture-forest-aquaculture sectors and state budget collection, although they failed to reach the proposed targets, they also made an increase in comparison with the same period last year. All cultural and social aspects were going ahead in right progress and the social security and fitness were properly maintained. The prevention and combat against corruption and lavishment were critically exercised by local Party Committee, state authorities, industries and levels. Though positive results had been gained, the growth of some fields such as services and occupational training remained unsatisfactory compared with the intended targets; state budget collection was higher than that in the same period of the previous year but still lower than the target set out; the reform of administrative systems was taken charge of but fail to meet current requirements; basic engineering structures were not conducted in right progress.

Therefore, in the session, Provincial Party Committee Secretary Mr. Tran Dinh Thanh asked all participants to pay particular attention on analyzing and evaluating economic, social, national defense and security issues so as to determine restrictions and causes that adversely affected the economic growth in the province, to recommend appropriate solutions to those unsolved problems existing in the current situation. With regard to the collection and expenditure of state budget during first 6 months this year, the analysis should have an insight into objective and subjective causes and propose several solutions to seek and support the funding sources, accelerate the process of state budget collection for the spending needs of the province, minimize tax evasion and strictly punish any cases related to the incompliance under taxation law. In respect of legal execution, it was necessary to take account of some social lives exposed to particular problems in relation to promulgating Party and Government’s policies and guidelines; all violations against economic and criminal laws, social problems should be explicitly analyzed and assessed to adopt remedies for these. activities of People’s Council in the first 6 months this year, delegates need to discuss supervisory works, voter contacts, citizen receptions, combinations with all levels of government, front and community organizations…to find the way to further performance. As for those projects and topics presented in the session, it was advised that delegates should discreetly study and review the usefulness, legal basis, scientific foundation, feasibility and relevant conditions to execute them in the effective way to satisfy all criteria needed in the single project and meet the economic demands for the province.
In the morning, delegates listened to the summarized report addressing the conditions of carrying out economic, social and national defense objectives and missions in the first 6 months, the remaining targets and tasks for the terminal half of 2007, state budget collection and expenditure for the first 6 months and solutions to state budget collection and expenditure for the last 6 months, the statement of Provincial People’s Committee on the adjustment of investment and construction plan in 2007; the statement of Standing Committee of Provincial People’s Council on modifying the Resolution 40/2005/NQ-HDND; the inspection report of departments in Provincial People’s Council.
