Summation of 10-year performance of the Resolution No 12-NQ/TW in Dongnai area

In the morning of September 11, the Trade & Tourism Branch held a summation meeting of 10-year performance of the Resolution No 12-NQ/TW in Dongnai area during the period of 1996-2005. Mr. Dinh Quoc Thai – Vice President of the provincial People’s Committee attended and stated at the meeting.

The meeting’s view

According to the reports, over the 10 years (1996-2005) of carrying out the Resolution No 12 in Dongnai area, the domestic market has made positive changes: the trading network of all fields has been developed and enlarged more and more in accordance with the planning, specifically within 10 years the whole province has developed a market system of 186 up to 189 markets, thanks to which the goods can circulate completely from urban to rural areas including remote and far away areas. The supermarket network in the area has been developing, particularly in 2005 there were 3 supermarkets operating quite effectively. The business activity in gasoline and petrolium has been invested considerably, coming up to the standard and has been being expanded from urban to rural areas. Specifically, in 2000 there had been 38 trading points of sale, then in 2005 the number increased to 85. The purchase of peasants’ agricultural products has been interested more and more under the form of concluding contracts on patronizing the consumption of products with rock-bottom prices and has been popularized in some state-owned businesses like Donafoods Company, Dongnai Cotton Company, a member of Dongnai agricultural materials Limited Companies and so on. Besides, non-state owned businesses trading in commerce and service have also actively purchased agricultural products for domestic sale and export. Commercial promotion has been stepped up, motivating the total rate of goods retail and service and export turn-over to accelerate annually, reaching the average rate of 14.72% (particularly in 2005 increased to 28%). The market inspection and control is intensified effectively, limiting commercial fraud and contributing to cleaning the market up in the integration process; administrative procedures are postiviely reformed to create conditions for codes to enter our life, step by step bringing into play their effects; resources from all economic sections are attracted to take part in the investment on material facilities’ construction; trade and service business is developed, motivating the economy to grow fast and contributing to economic structure transfer in accordance with right given targets.

Trading activity in the district

However, after 10 years looking back the operating process, the branch realizes that the distribution system of the province is rather desultory in terms of scale and level. Besides, the investment on market building is still slow; the trade centers and supermarkets’ development has many constraints and is newly focused in Bien Hoa City. The arrangement planning of points of business, cattle and poultry slaughter is still inadequate. The state management of rent house services has many difficulties, so evils happen frequently.

With what achieved, at this conference, the Trade & Tourism Branch gave the target of 2010 that the total goods retail in the social market will gain VND 42.7 billion, the rate of goods and service retail will annually increase on average over 20%, the density of goods retail circulated via the form of trade centers, supermarkets and user-friendly shops will make up 20-22% and reach nearly VND 9,000 billion in 2010. In export field, the average growth rate is anticipated to gain 20-22% per year. The export turn-over is expected to achieve from USD 8 to 10 billion in 2010. In import field, the growth rate is expected to reach 16-17% per year and the import turn-over is expected to achieve from USD 8 to 9 billion.
