On December 23rd, 2019, the Provincial People's Committee (People's Committee) issued Document No. 14839/UBND-THNC on continuing implementation of Decree No. 36/2009/ND-CP dated April 15th, 2009 of the Government on management and use of firecrackers.
Accordingly, from the beginning of 2019 to November 14th, 2019, Dong Nai Province Police detected and handled 78 cases/ 97 subjects trading, storing, transporting and using firecrackers (prosecuted 07 cases/ 08 accused), confiscated 147.73 kg of firecrackers, 198 strings and 582 balls. (On the occasion of the Lunar New Year in 2019, 33 cases/ 34 violators were detected and handled, 05 cases/ 06 accused were prosecuted; 28 cases/ 28 subjects were administratively handled; more than 109 kgs of firecrackers were confiscated, 694 balls of all kinds).
In order to resolutely prevent the violation of regulations on the management and use of firecrackers, especially on the occasion of the Lunar New Year in the Year of the Rat in 2020 in the province, Chairman of the Provincial People's Committee Cao Tien Dung requested the heads of the departments, branches, Chairmen of People's Committees of districts, Long Khanh city and Bien Hoa city to continue directing and promoting the propaganda and extensive dissemination among the people, cadres, civil servants, officials, and students, etc. about the content of Decree No. 36/2009/ND-CP dated April 15th, 2009 of the Government stipulating the management and use of firecrackers and Directive No.14/CT-UBND dated August 13th, 2010 of the Provincial People's Committee on strengthening the management and use of firecrackers and powders in Dong Nai province, thereby raising knowledge and awareness of compliance with the law on management and use of firecrackers, strictly and promptly preventing and controlling acts of producing, trading, transporting, storing, smuggling and illegally using firecrackers.
The Chairman of the Provincial People's Committee also assigned the responsibility to the Chairman of the People's Committees of districts and cities in the province to organize the strong launch of the entire people movement to strength security of the country, mobilize the People to promptly detect and denounce acts of violations of management and use of firecrackers in residential areas, agencies, units and schools; direct and assign responsibilities to the chairmen of the People's Committees of communes, wards and townships to intensify propaganda on the radio, mobilize and encourage people not to buy, sell, store or use firecrackers; inspect and remind households, business households, agencies and schools to strictly abide by the law provisions on management and use of firecrackers.
The authorities shall strengthen propaganda and mobilization of the entire people to seriously implement the Government's Decree on the mass media, focus on young people, teenagers, pupils and students, household businesses, promptly report on violations of management, use of firecrackers and handling measures of functional agencies for general deterrence and education.
The Official Letter also stated clearly that if the Head of any unit or locality has violated Decree No.36/2009/ND-CP of April 15th, 2009, the Head of such unit or locality shall be responsible to the Chairman of the Provincial People's Committee./.
