According to the People’s Committee of the Province, Dong Nai now has more than 34.5 thousand companies and is one of the most industrialized provinces in the country. As for foreign investment attraction, there are now 1,406 projects with a total capital investment of over 28 billion USD.
The entire system shall participate
So, in your opinion, why did the 2018 PCI of the Province fail to achieve the expected ranking boost?
- The 2018 PCI of Dong Nai has increased, but the ranking still remains the same compared to the previous year. The management of the Province are very interested in this, so we have directed departments, agencies and localities to take measures to create a breakthrough in improving the investment environment.
In fact, many evaluation criterion depend on the method of sampling and perception of the companies, if there are errors in sampling method and the objectivity of the evaluation, the results will be wrong. The PCI index is associated with administrative reform and investment attraction. And the administrative reform of the Province has been continuing to increase and our Province has always been in the leading group. In 2016, our Province was ranked 04th, ranked 03rd in 2017 (the result for 2018 is not yet available).
Domestic investment attraction also saw high growth in 2018 with 3,520 newly established private companies and 552 companies expanded their production. But because of the rapid urbanization rate, there is not much land left, hence access to land has become more difficult for companies in Dong Nai. As the result, the Province has been selective about investment projects in the Province, which leads to some aspects have their scores lowered.
What is the main solution that can help Dong Nai increase its scores and rank compared to the previous year, sir?
- This year, our Province continued to abolish and simplify regulations on business requirements. We will have a comprehensive reform of specialized management and inspection. Next, we will promote electronic payment and provide online level 4 public services. At the same time, we shall allow people and companies to pay using non-cash payment by various means and improve the method of receiving and returning documents. administrative procedure results through public postal services. We are planning on developing an innovative ecosystem, supporting and encouraging creative startups. Then, plans and policies shall be publicized for companies to access. Each department, branch and locality is responsible for increasing the evaluation score related to their tasks.
Prioritize high-tech projects
What has Dong Nai been preparing in order to focus on attracting investment in the high-tech industries?
- For years, our Province has had clear criterion regarding investment attraction, with high priority given to high-tech projects that generate high added value.
Dong Nai is home to an early and fast-growing industrial sector, so far there are 31/35 industrial parks currently in operation, the infrastructure has been invested and completed. Dong Nai makes an effort to maintain its position as one of the leading economic zone in the Southern Vietnam. Our province has a policy of always providing support to companies, helping companies, solve the problems regarding procedures using the "one-door" mechanism, promptly solving difficulties in an impartial manner for all economic sectors. Therefore, many large corporations in the world have set up factories in Dong Nai, which is, in and of itself, the best promotion that our Province could ever have. In recent years, there have been high-tech projects that were worth tens to hundreds of millions of USD being carried out in our Province.
A transparent, open and stable investment environment are the reasons that domestic and FDI companies to choose a location for. What would Dong Nai do to meet the above requirements?
- Dong Nai is determined to build and create an open and transparent business environment, creating favorable conditions for companies to operate and produce. In particular, we shall focus on administrative reform, increasing transparency, shorten the time for document processing, contributing to the creation of a transparent environment to solidify the notion "Dong Nai is a healthy land for investors."
We will regularly talk to and provide timely support to solve difficulties and problems that companies encounter in their operation, especially for private companies. We encourage companies to always innovate, create and apply science and technology into production. We will provide companies capital loans, help the companies in improving their ability to compete using advanced quality management system, and provide protection of intellectual property in the integration process.
