At the meeting, Secretary of the Vinh Cuu District Party Committee Nguyen Van Thuoc assessed that: the situation of Changshin VietNam Co., Ltd tested and detected 38 cases of F0, 44 cases of F1. The company didn’t notify the local government and the health sector, but handled it on its own, for F1 cases the company told them to go home without isolation and notifying the local government. Information from communes and wards with F1 cases from Changshin Company has had 1 F0 case in Trang Dai Ward (Bien Hoa City) and 3 F0 cases in Binh Loi Commune (Vinh Cuu District).

Regarding to this situation, Chairman of the Provincial People's Committee Cao Tien Dung disagrees with the way Changshin Vietnam Co., Ltd. At the same time, it is requested that the Dong Nai Industrial Zones Authority immediately invite leaders of Changshin Company and Department of Health to work on this issue. In case of necessity, provincial leaders will directly work with the company, not for the sake of production and business but regardless of disease prevention.

About the vaccination for children from 12 to under 18 years old, Chairman of the People’s Committee supposes that cautiousness is needed. Vaccinations for the children must be approved by a parents or guardians. Along with that, reopenings schools for students must be carefully reviewed and recommended by The Department of Education and Training, the Department of Health and local governments. Students are allowed to go to school only when the zones are really "green" and safe.

In addition, about the interprovincial traffic, the province’s point of view is not allowed to traffic by personal motorbikes. The support for employees must be done in an experiment, so the money must be transferred to the workers, not transferred for the enterprise to support the employees. Provincial leaders have worked with businesses ready to support vehicles to bring workers from other provinces and cities to Dong Nai and back to work. It is proposed that the Department of Labor, War Invalids and Social Affairs send a document to localities in order to coordinate in organizing appropriate route to pick up workers.

The Chairman of the Provincial People's Committee also suggested the Department of Health to survey the quick test prices at private polyclinics in the area to apply appropriate test prices; currently the test prices are still high compared to many places. In addition, adjust whether it is necessary to do a PCR test when there is a sensitivity test result or not in order to reduce costs and avoid waste. Increase human resources for health stations and improve the role of Health Departments.

In conclusion, Secretary of the Provincial Party Committee Nguyen Hong Linh suggested that the competent authorities should sanction Changshin Company's violations in epidemic prevention and control, considering this as a lesson and not letting the similar situation happen again. The Secretary of the Provincial Party Committee also asked the health sector and localities to review the vaccination for people, ensuring 100% injection of the first dose for people. For communes and wards that do not have mobile medical stations, it is necessary to review to provide immediate support to improve primary health care capacity for people of the commune level.

Medicines for treating F0 patients at home must be transferred to health stations to support patients. More attention should be paid to the treatment and care of patients under the age of 18 in F0 treatment facilities throughout the province, in order to assist them in quickly overcoming the epidemic.

“In terms of scanning QR codes in public spaces, it is important to post a code scanning notice in a prominent location, requiring all individuals entering agencies, units, businesses, or public places to scan the code QR, not letting people be optional in scanning QR code or not. No scan no enter. In the next 5 days, the whole province will implement this issue simultaneously. After 5 days, establishments and units that do not comply will be handled and sanction administrative violations against individuals and organizations according to regulations.’’- Secretary of the Provincial Party Committee Nguyen Hong Linh emphasized.

According to Mr. Phan Huy Anh Vu, Director of the Department of Health, the Department of Health has granted 170 accounts for localities to adjust vaccination information for more than 150,000 people who have not updated their vaccination information on the system. Simultaneously, the Department of Health has worked with the Department of Education and Training, the Department of Labor, War Invalids and Social Affairs, and local governments to develop lists and plans for Covid-19 vaccination for children aged 12 to 18 in the province. If the number of vaccines allocated is not enough 296,000 doses, the elderly will be given the priority.
