The Department of Health
has issued an urgent document to guide the process of handling F0 and F1 in
enterprises in the province so that businesses and authorities can properly and
effectively implement it.
The functional forces are checking before approving the enterprise
to implement the appropriate production plan.
Accordingly, when detecting F0 at the
enterprise, the enterprise must arrange temporary isolation for F0 on the spot,
not allow freedom of movement, absolutely not allow contact with other people,
simultaneously sending notification to two places which are the district/city
health center and commune health station or mobile medical station in the
industrial park where the enterprise is headquartered (if established).
The Health Center directly
directs the medical station or mobile medical station to approach, conduct the
epidemiological investigation, dissect F0, and make a list of F1, F2 in the
enterprise. It is necessary to conduct a comprehensive epidemiological
investigation, to clearly determine the scale and scope of the outbreak before
deciding to lockdown, shut down one or more factories. The Department of Health
will direct the health center to arrange working groups to quickly approach
enterprises with F0 when receiving information from businesses. For large and
complex outbreaks, the Department of Health will direct the Provincial Center
for Disease Control to assist in handling the outbreak as soon as possible. For
F0, medical staff will examine, determine the disease level of F0 to decide to
isolate at home, put in F0 treatment areas on the first floor, Covid-19
treatment facilities on the 2nd or 3rd floor and organize to transfer F0 to
suitable facility. Person who have a positive rapid antigen test or at least 2
of the following symptoms: fever, cough, sore throat, shortness of breath,
pain, fatigue, chills, decreased or lost taste or smell confirmed as a
suspected case of Covid-19. Enterprises need to require suspected infected
people to wear masks and temporarily isolate at businesses. Suspected people
absolutely do not allow to interact with other people in business. The health
center, medical station or mobile medical station organizes sampling of specimens
which are sent for testing for SARS-CoV-2 virus by Real time RT-PCR method
immediately. If the test result is negative for SARS-CoV-2, then the case of
Covid-19 is excluded. If the test result is positive, then treat the case as F0
as usual. For F1 cases, they can organize isolation at home, residence or at a
concentrated isolation facility (in residential areas or at industrial areas,
businesses). The isolation of F1 at home or residence must ensure the
prescribed conditions. The head of Department of Health emphasized, when a F0
case appeared at an enterprise, it meant that the business did not ensure
safety. Therefore, after handling the outbreak, dissecting F0, and isolating
F1, F2 according to regulations, it is necessary to re-evaluate the risk of
Covid-19 infection of enterprises before back to work.
