Chairman of the Provincial People's Committee has just issued Directive No.20 about some temporary measures "Safe adaptation, flexibility, effectively control of the COVID-19 epidemic" in Dong Nai Province area.

Accordingly, the Chairman of the Provincial People's Committee requested the implementation of a number of measures from midnight on October 24, 2021 in Dong Nai Province area (except for medical isolation and containment zones), specifically as follows:

People are recommended to raise their sense of self-discipline, actively protect and take care of their health and strictly implement 5K message (in Vietnamese meaning) (facemask, distance, health declaration, disinfection, no gathering); require people to use information technology to make electronic medical declarations when having symptoms of suspected COVID-19 infection or traveling; registration of vaccination as well as medical examination and treatment, vaccination certificates are updated; scan QR code when entering/exiting public or crowded places, factory and business locations, crowded events, using public transport. Self-taken samples for rapid test of SARS-CoV2 virus antigen (also means quick test) according to the instructions of health authorities in need or if there are symptoms of fever, cough, trouble breathing, loss of taste. If the result is positive, contact the hotline number of the local health center where you live at once.

People who participate in intra-provincial circulation when they have at least 1 dose and 14 post-days of vaccination or who have recovered from COVID-19 less than 6 months. While participating in circulation, people must use the QR code on the PC-COVID application and show the vaccinated history; in case there is no QR code, please present a certificate of vaccination against COVID-19 (at least 1 dose and 14 post-days of vaccination) or a certificate of recovery from COVID-19 disease within 6 months if the authorities request. Unvaccinated people are recommended only commuting in case of necessity, such as emergency health care, buying essential goods, natural disasters, fires and other special cases.

In case travelling out of the province must comply with the regulations of the Ministry of Health, the Ministry of Transport and the requirements of the destination’s local.

In terms of epidemic control and prevention checkpoints: Maintaining epidemic control and prevention checkpoints which have bordered with neighboring provinces to control the COVID-19 epidemic; waterway checkpoints, port border gates; checkpoints in the narrowest lockdowned areas. If it is in necessary situation, Chairman of the Provincial People's Committee should decide to establish checkpoints by the local highways in their respective management areas, making sure that traffic is not obstructed for those eligible for traffic, and having responsibility for that decision.

The activities of agencies, organizations, businesses and people

Some large gathering activities: events, weddings, funerals, etc., are allowed up to no more than 30 people (indoors) and no more than 45 people (outdoors) at the same place. Activities must ensure epidemic prevention and control measures, 100% of participants must be those who have at least 1 dose and 14 post-days of vaccination or a recovery certification from COVID-19 disease under 6 months.

In terms of public passenger transport, inland waterways and maritime; activities of goods’ circulation and transportation within the province or among provinces, ensuring the requirements of epidemic prevention and control under the guidance of the Department of Transport. Production, business and service activities: some projects of the construction unit, traffic works can operate if there is a specific plan/option and must be responsible for implementing measures to prevent as well as fight against COVID-19 under the guidance of the National Steering Board, the Ministry of Health, and the Ministry of Construction.

Enterprises, cooperatives, business households; produce and trade in agriculture, forestry and fishery; production and business support services... can operate with the condition of ensuring the epidemic prevention and control.

Service business establishments, including: Shopping centers, supermarkets, vendors, wholesale markets, social media markets are allowed to operate following the plan and are in charge of implementing measures to ensure epidemic prevention and control COVID-19 according to the regulations of the National Steering Board, and epidemic prevention and control COVID-19 according to the Ministry of Health and the Ministry of Industry and Trade.

Restaurants and catering service (not serving alcoholic beverages): operating at no more than 50% capacity, keeping a distance of 1 meter among people, ensuring epidemic prevention and control.

Business providing services: dancing, karaoke, massage, bars, internet, video games, beauty salons, spa, etc. continue to close; just hair salons are allowed to operate with ensuring epidemic prevention and control measures. Street vendors and lottery tickets are allowed to operate when they have received at least 1 dose and 14 post-days of vaccination or a recovery certification of COVID-19 less than 6 months.

For enterprises, plants and business inside and outside Industrial Zones or Industrial Clusters: Making a plan and be responsible for implementing measures to ensure the epidemic prevention and control of COVID-19 with regulations of the National Steering Board on the promulgation of "Guidelines for prevention, control and assessment of the risky infection of COVID-19 at workplaces and dormitories for employees". Decision of the Ministry of Health on the promulgation of "Instructing plans for epidemic prevention and control when there is an infected case in business belongs to Industrial Zones. In terms of education and training activities: The Department of Education and Training develops a plan under the guidance of the Ministry of Education and Training as well as the Ministry of Health.

Agencies and offices activities: political organizations, socio-political organizations, socio-professional organizations, provincial and central state agencies located in Dong Nai Province area organize for civil servants, and employees working at agencies and offices without limiting in number; develop plans and be responsible for implementing measures to implement the prevention and control of COVID-19 at the workplaces; The organization of conferences, meetings, trainings, seminars, etc. at the organization's offices must follow the epidemic prevention and control according to regulations. Religious, belief and worship activities run with a maximum of 30 people; Participants must have at least 1 dose and 14 days after vaccination or a certificate of recovery from COVID-19 for less than 6 months.

For establishments, resorts, hotels, motels, tourist attractions, they are allowed to operate as planned and are responsible for implementing measures to ensure the prevention and control of COVID-19 according to the regulation and the guidelines of the Ministry of Culture, Sports and Tourism.

Museums, exhibitions, libraries, cinemas, facilities, venues for cultural, artistic, physical training and sports performances are allowed to operate up to 50% capacity, the number of participants have a clearly plan and a duty of implementing measures to ensure the prevention and control of COVID-19 under the guidance of the Ministry of Culture, Sports and Tourism (including self-organizing testing for employees, workers, visitors, audience and handling plan if there are new cases infected).

Clinics of medical examination and treatment (cosmetic surgery), business, public and non-public medical supplies and equipment are allowed to operate to ensure epidemic prevention and control for many areas.

Information technology application: Update information of vaccination, COVID-19 test results, COVID-19 treatment results. Managing information of whom entering and leaving public places, using public transport, and business zones, crowded events with QR codes.

 

Health professional activities implement the health measures which were prescribed by the Minister of Health on the proposed of the Interim Guidance on Medical Professionals to follow the Resolution No. 128/NQCP, dated October 11, 2021 of the Government. The main idea is to focus on speeding up the second dose of COVID-19 vaccination, giving priority to the group of people aged 50 and over, and implementing vaccination for teenager from 12 to 17 years old. Carrying out testing at risk areas and groups; random, periodic screening in high-risk, high-concentration areas and using pooled sampling. Strengthening capacity to collect COVID-19 treatment at 3 treatment floors, especially intensive care beds to reduce mortality; managing infected case COVID-19 at home according to regulations of the Ministry of Health.
