Dong Nai is considered as one of the leading localities in the country in building and installing automatic observation stations to monitor and monitor environmental quality, especially in the areas of production and business activities that have high risks of causing environmental pollution.
Complete automatic monitoring network
According to the Department of Natural Resources and Environment (MONRE), currently, 25/25 industrial parks in the province that have enough centralized wastewater treatment systems have been installed automatic wastewater monitoring system and transmit data to MONRE for monitoring and supervision. In 2019, besides strictly controlling wastewater in industrial zones, the provincial People's Committee also assigned the MONRE to review production and business units with large volumes of waste sources (wastewater, emissions) and required installation of automatic environmental monitoring stations. Up to now, all 17 production, business and service establishments with the discharge scale of over 1,000 m3 / day (excluding industrial park Investors) have installed automatic monitoring of waste water and data transfer to MONRE.
Regarding emissions monitoring, according to statistics, the province has 64 facilities subject to automatic monitoring of emissions. Up to now, 11 facilities have installed automatic emission monitoring with a total of 16 monitoring stations, of which 9 facilities that have transmitted data on automatic monitoring of emissions to MONRE.
In mining activities, especially quarrying, Dong Nai has also asked mine owners to install cameras to monitor the implementation of environmental protection measures, minimize the dust generated into the surrounding environment. Currently, there are 26/32 stone quarries implementing surveillance cameras, of which 11 mines meet the requirements of the camera group and have made a data connection to the Information Technology Center (MONRE) to carry out monitoring of dust control activities from processing and transportation.
According to Deputy Chairman of the provincial People's Committee Vo Van Chanh, in the coming time, the provincial authorities will continue to review the production and business units with large flow of waste sources (wastewater, emissions) and require the installation of automatic environmental monitoring stations, connecting data on Department of Natural Resources and Environment, thereby contributing to strengthening the capacity of environmental warning and monitoring, serving the establishment of environmental databases in the province.
Increase the frequency of monitoring
Environmental monitoring activities are always an inseparable activity of environmental protection, with mission is to provide assessments on changes in environmental quality at different scopes to serve the immediate or long-term requirements of the state management agencies on environmental protection. For many years, environmental monitoring activities have been maintained and developed by Dong Nai, which focuses on key areas such as industrial parks, urban areas, heavily polluted river basins, and aquaculture areas.
In 2019, functional agencies have monitored the quality of surface water, soil, sediments and air in hundreds of locations. In addition, Dong Nai also monitors 14 surface water locations outside the approved network, to assess the water environment quality in areas adjacent to Binh Thuan province (Song Ui stream) and Ba Ria-Vung Tau province (Cha Rang stream).
Along with that, the authorities also carried out 60 monitoring and collecting samples of water quality in watersheds upstream to shrimp farming areas and places of fish rafts; Thereby updating the water environment changes that directly affect the growth and development of aquaculture objects and the related epidemics, helping local leaders advise people to proactively limit losses.
Deputy Chairman of the provincial People's Committee Vo Van Chanh said that the monitoring of environmental components has always been concerned and timely implemented so that the authorities at all levels make management decisions and publicly warn the community about the environmental quality to take appropriate adaptive measures. “Dong Nai will continue to invest to improve the monitoring capacity, especially continuous automatic monitoring to closely monitor changes in environmental quality.” - Vice Chairman of the Provincial People's Committee Vo Van Chanh emphasized.
According to the Department of Natural Resources and Environment, in addition to the automatic monitoring stations for wastewater and air installed by businesses, currently the provincial People's Committee has also invested in installing 5 automatic surface water monitoring stations, 2 automatic air monitoring stations and 1 mobile automatic air monitoring station.
