Recently, the Farmer Support Fund (FSF) has developed strongly thanks to the mobilization of many loans for farmers to expand production. Although the FSF has only been operating for more than half of this year, the positive results from the fund for farmers are quite significant. Many farmers after loans have invested in machinery, increased production, and improved their income and quality of life.
Bien Hoa city has about 140 households financed by the FSF at all levels from the Central People's Committee to the People's Committees of provinces and cities. Subjects can be from households or those under projects that are represented by local People's Councils. This is also a method of production cooperation to create solidarity and sharing among farmers.
Mr. Chau Van Hiep, Chairman
of People's Committee of Hiep Hoa ward shared that the Farmers Association of
Hiep Hoa ward has borrowed money from the FSF of the Central Association with
an amount of VND 500 million for the Carp breeding project for 14 households in
the ward. Through checking the use of capital of the households, Mr. Hiep
identified positive impacts of this practice. Hiep said that in the past, because
there was no initial capital, farmers had to take fish seeds and fish feed from
one focal point, which covered from selling seeds and food to buying mature
fish. Therefore, farmers' profits depend on suppliers and collectors. However,
since the loan from the FSF, farmers have decided where to buy the fish seeds
and fish feed as they wish, resulting higher profits in the recent harvests.
Promoting effective loans
Since early 2019 to the present, the Farmers Association of Bien Hoa city has implemented 5 disbursements of the FSF with a total amount of over 2.5 billion VND for projects of Hiep Hoa, Trang Dai, Tan Phong and Tan Hanh wards. Accordingly, each household can borrow from VND 20-50 million, the capital use time is 18 months with the loan fee of 0.55%/ month, the time of charging is 3 months/ time.
In order to ensure that the capital is disbursed to the right subjects and used for the right purposes, creating a basis for the development of the FSF, the Farmers Association of Bien Hoa city regularly collaborates with functional departments to inspect and supervise the capital use process of households. Through checking, all households make good use of this capital, the loan payment time is guaranteed, many farmers have a more comfortable life and are more proactive in production.
Sharing directions on the development of the FSF in the coming time, Mr. Huynh Phi Ho, Vice Chairman of the Farmers Association of Bien Hoa City said that the Standing Committee of the City Farmers Association and the Executive Board of the City FSF will continue to monitor and organize inspection of the Farmers Association and the projects being implemented from loans as well as single borrowing farmers to ensure the effectiveness of the loan. In addition, they will continue to coordinate with functional units to organize training courses on scientific and technological transfer on vegetable production according to VietGAP standards, safe vegetables, guidlines for safe use of pesticide, and training on preventing fish diseases, etc. It is expected that in 2020, disbursement will be focused to borrowers under the project in Tan Bien, Long Binh, An Hoa, Thong Nhat, Hiep Hoa wards, etc.
