Voters’ opinions about the Discussion on economic and social developments: Opinons of Congress’ members reflected pressing issues of real life

​​On the morning June 7th, Voters all over the country followed the Congress’ Discussion about the additional assessment on the implementation result of the Economic and Social Development plan and State budget of 2011, the deployment plan of the Economic and Social Development and State budget at the beginning of 2012 broadcast live from the Hall via Radio Voice of Vietnam, Vietnam Television Station.



* There is still lots of insufficiency in forest resource management and preservation.

Voters from Dak Lak expressed their high agreement on the discussed opinions about this important topic. PhD. Le Ngoc Bau, director of Tay Nguyen Agriculture and Forestry Science Institute, as well as many Voters from Tay Nguyen suggested the Government and Congress that developing coffee industry of Viet Nam should be based on the market need, soil condition, water source and suitable weather… to form big scaled collective coffee manufacture zone; quickly applying science and technology to increase productivity, quality, competitive ability of domestic coffee products in the market, highly developing coffee processing industry with various product structure, promoting all resources of economic sectors and State support, addressing socioeconomic benefits along with protecting the enviroment, keeping social order, ensuring national defence. PhD. Bau gave comments on the current condition that because self-investing ability of companies and farmers are pretty low, Government and Congress are expected to soon provide policy on credit and technology support for this big scaled coffee re-cultivation program.

Mr. Y Rit Buon Ya, director of Dak Lak Forest Management Bureau, highly appriciated Congress’ members who expressed their opinions straightforwardly about remarkable archievements in economic and social development in the past. However, Mr Y Rit Buon Ya also said that there are still disadvantages in forest resource management and preservation. Through inspection, most forestry companies operate business and production uneffectively. Many companies owe their employees payment for long time. Mr. Y Rit Buon Ya recommended the Government, Congress and related Departments should provide the priority policy for forestry companies so that they could make priority loan to invest on forestry development. Those forestry companies do not have to pay for land rent and forest rent; they are supported with management expenditure and poor forest preservation in accordance with the current status; companies of forestry management and preservation are enabled to work effectively. Meanwhile, functional authorities should redetermine forestry capital as a basis for forestry companies’ capital redefinition and provide those companies with policies so that they can manage their foresty exploitation, management, preservation and development in accordance with the approved sustainable foresty preservation by themselves…

* Maximum advatages for companies

Ms. Dao Thu Vinh, deputy director of Industry and Commerce Office assumed that socioeconomies of Viet Nam and the world continue to face difficulties in 2012, which have big influence on business and production of the Capital. To help companies have more ability in the current situation, Ms. Dao Thu Vinh believes that the Government needs to review, clearly specify and support companies which have potential competitiveness and effective projects while facing with temporary difficulties in operation and development. At the moment, companies are expecting loan interest to be reduced to 10-12% to have more opotunities to make deep investment and expand their business. Besides, The Government also needs to adjust the K coefficient in companies’ land lease policy to 0.5% so that consumers’ buying power is not influenced by the products’ prices.

Commenting on the Session, Ms Nguyen Thi Bich Tram, cadre of Bao An Trading and Service Joint-Stock Company (Tran Hung Dao, Hoan Kiem, Ha Noi) said that: “all delegates spent the whole time discussing about economic and social issues, state budget and pressing issues, especially last policy decisions of the Governemt focusing on inflation prevention and macroscopic stabilization. Those were straightforward, straight to the point, and two-way opinions reflecting the Government’s and Congress’ flexible operation in the situation of global economic depression.

According to Ms Bich Tram, in order to support medium and small companies, the Government has deployed Resolution 11 and recently Resolution 13 with the total budget of 29.000 billion VND. The problem is how to deliver the money to the right beneficiaries and what we should discuss about is to quickly find out disbursement methods – Ms Bich Tram said. At the moment, companies are in great difficulties but the rescue package is still being discussed. Moreover, according to the explanation of Ministry of Finance and State Bank, only companies which can ensure their strong finance are qualified for supports, which should be reconsidered. It is a company in real difficulties that need supports, whereas we are considering this in terms of finance; so it is similar to accepting to let weak companies end up their operation.  Therefore, first of all by using budget to help companies which have large labour force, produce agricultural and aquatic products and exporting companies, we can handle both macro-economic and labor force problems " – Ms bich Tram added.

* Helping companies overcome dificulties

Voters from Can Tho city expressed their trust and happiness to hear 28 opinions that show the role, reponsibility, and ability of Congress’ delegates. Urgent and pressing issues of real life, economy and society of the country were sent to the Government and Central Ministries and Sectors.

Voter Nguyen My Thuan, General Secretary of Can Tho Coporation Association, hoped that after this Discussion, the Government and Congress will discuss, consider, and continue to promulgate solutions to help companies overcome current difficulties, as well as resolving stalemates and difficulties that badly influence companies’ existence. The Reviewd opinions of most Congress’ members contributed to handling urgent and pressing issues, and were applicable to economic and social life of the contry. Working in Coporation Association, voter Nguyen My Thuan really hoped that the next solutions of the Government will help create opotunities for companies to recover their business, prevent bankruptcy and disolution. Mr. Nguyen My thuan was also worried about unsolved iflation and unceasing violence and traffic accidents, complex diseases delayed lawsuits without any solutions. He hoped that the Government would soon have solutions to solve these problems.

Mr. Nguyen Van Duoc, Standing Vice President of Can Tho Real Estate Association suggested that, The Congress and National Bank should consider reducing loan interest to a reasonable rate to help companies. In the future, the loan interest should be reduced to 11% - 12% per year; VAT paying deadline should be extended by 1 year, Companies’ income tax should be reduced from 25% to below 20% because our country’s current average interest rate of 14% is still high compared with other countries in the Southeast Asia. In the situation of low consumption on particular products and severe competition with imported commodities, lots​ of companies suggest the Government and Congress consider  reducing VAT to 0% for some necessary product to attract consumers.
