The Ministry of Education and Training to handle violations at Doi Ngo examination council

The Ministry of Education and Training has just released the Official Letter no. 3594/BGDĐT to handle violations at examimation council of Dong Ngo private owned high school, Luc Ngan commune, Bac Giang province.
 

According to the Ministry of Education and Training, recently there have been video clips and news, artciles circulating online and public media about the violations at the examination council of Doi Ngo private owned high school, Luc Nam commune, Bac Giang province. The Ministry of Education and Training had provided the public with some information on this incident.

According to the above Official Letter, implementing Decree no. 115/2010/NĐ-CP of the Government dated November 24th, 2010 stipulating governmental obligations on educational management and based on reality, the Ministry of Education and Training had given directions for organizing the 2012 high school graduation exam toward a more decentralizing system down to provinces.

The Minister of Education and Training had issued Circular no. 10/2012/TT-BGDĐT dated March 6th, 2012 stating regulations on 2012 high school graduation exam and many more documents instructing provinces, cities, Education and Training departments to proceed with their professional work to ensure seriousness and safety of the exam, in order to fully reflect the quality of the education system.  The People’s Committee of rpovinces had issued instructing documents, mobilized man power and directed the exam from June 2nd to June 6th, 2012. Basically, the exam was implemented successfully and complied with the regulations.

On June 5th, 2012, after receiving reports from the Bac Giang Education and Training department and newspapers, broadcast stations, the Ministry of Education and Training in cooperation with the Bac Giang People’s Committee instructed the Bac Giang Education and Training Department and other relating provincial departments to review, clarify the incident in order to apply strict penalty within power range and announce to the public so as to avoid such incident. Bac Giang Education and Training Department established the Inspection team lead by Director of the Education and Training department to review, clarify the incident in accordance with the set procedures. 

According to quick report of Bac Giang Education and Training Department and other relating sources of information, the incident can be briefed as follow:

The examination council of Doi Ngo private owned high school graduation consists of 12 exam rooms and 39 officers, staffs, superintends and 273 examinees. Right after receiving reports on the incident, the Education and Training Department has cancelled the test marking task assigned to officers, teachers of this council; reviewed all members, teachers, staffs of this council, and organized cross marking of all answer sheets at this council. For the time being, it can be concluded that during the exam, some officiers of the school and council seriously violated the regulations; they let participants copy each other’s work and received answer sheet outside. The Education and Training Department had released documents to the police department asking for support in investigation to lawfully punish the offender. To participants, due to the proofs in the video clip and the result of gross marking, appropriate solutions should be obtained in accordance with the regulations.

About the mastermind behind this incident and the individual directly performed video capture, the Department has yet contact but waited for clarification from the provincial Public Security.  It has been planned that, the incident will be resolved educatively so that the student will be aware of the right and wrong of the incident based on regulations and other relating factors.

Currently, Bac Giang Education and Training Department and the functional authorities of the province are making every effort to clarify the indident in order to duly conclude and rectify it. During the past days, in addition to some unbiased news and articles, there were still pieces of subjective, misleading articles that failed to depict the nature of the situation, excessively publicized information about the incident, causing unexpected effects among the community.  

Therefore, the Ministry of Education and Training recommends that the mass media should objectively address the information after having the final conclusions from the Inspection team and the competent authorities.
