The 3rd session of Congress term XIII: The Congress discussed overall scheme of economic restructuring at the meeting hall.

​Continuing the 3rd session of Congress term XIII, on the morning of June the 8th  , the Congress discussed  overall scheme of economic restructuring associated with growth model towards quality, efficiency and competitiveness   improvement at the meeting hall.

 



​The majority of delegates confirmed the necessity of implementing  overall  scheme of economic restructuring  due to recently  economy many immanent weaknesses of our country,  slow growth rate of GDP, high-level inflation, unstable macro-economic balance,  high foreign debt and public debt,  increasing bank loans… However,  overall  scheme of economic restructuring  has just only identified general orientation frame of economic structuring and groups of main solutions for implementing economic structuring associated with growth model; but has not highlighted the necessary  features of economic restructuring, specific measures, methods, schedule and the impacts of implementing the  scheme ...

The  delegates  also frankly pointed out that in the process of implementing the  scheme responsibilities of each person representing the owner, the role of managers   must be clearly defined... , there should be a transparent monitoring mechanism and how to raise funds made during the implementation process ...

Commenting on finalizing the scheme, delegate To Van Tam (from Kon Tum province) said that: In the six goals of the Government’s  economic structuring   the human problem has not been mentioned. All of the growth matters are for economic development and the final growth aims at human beings as target entity, so it is proposed to supplement another target aiming at serving human beings.

 Delegate To Van Tam also said that the orientation of the  Party in social and economic development  strategy for the period of 2011-2020 is to define a comprehensive agricultural development towards  modern, efficient and sustainable  criteria. This is a proper orientation because more than 80% of  population is living in rural areas, playing an important role in the stable development of the national economy. But in recent years, benefits for farmers have not matched the effects of economic growth although their contributions are very important . He stated that the scheme has not met demands on agriculture. Delegate Nguyen Duc Vinh who has the same viewpoint emphasized that it is necessary to pay more attention to investing in high technology in agriculture to enhance efficiency, productivity and quality. 

According to delegate Nguyen Ngoc Hoa (HCM city), the restructuring scheme is a sophisticated research, fully gasping the spirit, policy, resolution of the Party Congress, reflecting current situation and the problems to be solved. However, in order to complete the scheme ,  delegates suggested the need to clarify how the entire national resources will be allocated? It is necessary to determine specific work using state resources or resources of the society. According to the delegates, it is also important to determine the role of the State in economic restructuring  process.

Recently, when the State's resources are mobilized into economic growth through public investment and investment in state enterprises, the role of the state in the process of  economic restructuring is uncertain ... Therefore, the scheme should clarify the issues related to resource allocation. In the process of restructuring  each sector should pay attention to the role of agriculture and industry ...  how much proportion of state ownership,  how much proportion of enterprises, how the proportion of FDI ...

Delegate Hoang Dang Quang (Quang Binh province) said that the scheme has identified overall problems and major orientations as the basis for the construction of component project. However, there should be a route,  steps, and breakthrough for the implementation... so to complete the  scheme, it is necessary to choose the right breakthrough inside, the restructuring  must  be directed to the revolutionary transition  and resource allocation for growth with the aim of improving economic efficiency.

Notably, through discussion, delegate Nguyen Ngoc Bao (Vinh Phuc province) as well as many other delegates said that the scheme should include focusing on regional planning, identifying regional strenths for development  which is the advantage of our country. Regional economy plays an important role in the economic sector so it is necessary to form  reasonable regional economic structure; actually, economic areas haven’t developed their full economic advantage, resulting in confusion in the formation of  proper economic structure in each region and the link among the locals in a region and regional areas .The main economic areas have not really promoted the leading role to encourage other ones to develop ...

This afternoon, the Congress continues  to discuss the  overall  scheme of economic restructuring.
