On Tuesday, June 12nd, 2012, the Congress had a plenary session at the Hall
In the morning,the Congress had a discussion on Resolution on establishing measures to solve difficulties for production, sales and market support in 2012; approved Resolution on law-making program and ordinance of the Congress in 2013, amended Resolution on law-making program and ordinance of 2012 and Congress term XIII.
1. Discussed draft Resolution on law-making program and ordinance of the Congress in 2012.
Deputy Chairperson of Congress Nguyen Thi Kim Ngan presided over the meeting. The followings were presented to the Congress:
- The Minister of Finance Vuong Dinh Hue, authorized by the Prime Minister, presented the Report on Resolution on establishing measures to solve difficulties for production, sales and market support in 2012.
- Commissioner of the Standing Committee of Congress , Chairman of Finance Committee and Budget of Congress Phung Quoc Hien presented verification report on Resolution on establishing measures to solve difficulties for production, sales and market support in 2012
During the meeting, 14 Congress men representing 12 provinces and central cities had raised their ideas, focusing on the followings:
- The need for promulgating policies;
- Decrease in corporate income tax by 30%
- Tax exemption on and decrease in lump-sum in terms of value added tax, income tax and corporate income tax exemption in 2012.
- Scale and audiences of these policies
- The effects of these policies on the economy and society and government budget;
- The supervision and management system for the feasibility and effectiveness of policies.
2. Appoval on Resolution on law-making program and ordinance of the Congress in 2013, amendment on Resolution on law-making program and ordinance of 2012 and Congress term XIII.
Vice president of the Congress Uong Chu Luu presided over the meeting, the followings were presented to the Congress :
- Commissioner of Standing Committee of Congress , Chairman of Law Committee of Congress Phan Trung Ly presented the explanatory report and received opinions from the Congress men on Resolution on law-making program and ordinance of 2013 and Congress term XIII.
- Vice Chairman of the Law Committee, members of the Secretariat of Congress Le Minh Thong presented proposal on Resolution on law-making program and ordinance in 2013 of the Congress and amendment on Resolution on law-making program and ordinance of 2012 and Congress term XIII.
The Congress then ran a poll on the approval on the whole package of Resolution on law-making program and ordinance in 2013 of the Congress and amendment on Resolution on law-making program and ordinance of 2012 and Congress in the XIII term in the XIII term.
In the evening, the Congress had a discussion on proposal for amending and supplementing some articles of Law on tax administration.
Vice Chaiman of the Congress Nguyen Thi Kim Ngan presided over the meeting.
During the session, 12 Congressmen of 12 provinces and central cities had raised their ideas, focusing on the followings:
- Prior catergorization of code, prior determination of custom values, prior identification of origin of export and import goods;
- No application of enforcement measure of impediment of custom procedures for import goods;
- Penalty for tax evasion and tax fraud;
- Obligations of the tax authority;
- Solutions for excess amount of tax and fines
- Obligations of tax authority in settling the excess amount of tax, fines
Vice Chairman of the Congress Nguyen Thi Kim Ngan had the closing speech to put an end to the session.
On Wednesday, June 13rd, the Congress had the plenary session at the Hall, listening and answering to the enquiries the of Congressmen. The session is planned to be broadcasted live by the Vietnam television and the Voice of Vietnam./.
