Ensure the progress of building the new hospital

* It is known that in 2 months, the crude construction of Dong Nai General Hospital will be completed. Could you give more information on its construction progress?

- Currently the construction of the main block (including 2 basements and 13 floors), auxiliary works (infection room, funeral room, parking lot A and B ...), the technical infrastructure and equipment under construction are on time as expected. Particularly, as for the main 13-floor block of, the construction is now at floor 8, with the progress of two months/floor. As calculated by the construction company, the construction progress of main block will exceed the estimated time of about 15 days. It is expected that in late August the crude part of the construction will be completed.

* The construction is being implemented on time, but it is known that there are still some difficulties and problems in the design?

- Those are just the small details. Because there are more than three thousand drawings for the whole project, of which approximately 1,500 ones are for crude part. Thus, in the construction process, in the partial drawings there are some details that are not appropriate and in need of adjustment. And the adjustment must be implemented by the design unit. The design unit is in Korea, so the adjustment takes a lot of time. However, this does not affect the progress and quality of the construction.

* How is the disbursement for the project up to now, sir?

- The total investment capital of the construction is 2,900 billion VND and it will be completed in 2015. The investment capital is divided into two phases: Phase 1 of about 1,900 billion VND which includes the provincial capital budget, the central budget and government bonds; second phase of about 1 trillion which is from socialization source (currently applying for the policy of the province).

 

 From 2006 to 2011 the project has disbursed 257.63 billion Vnd. Particularly in 2012, the project received the capital plan of 142.9 billion vnd which was handed over by the provincial People’s Committee. The Capital is  fully supplemented and disbursed, so there is no difficulty in terms of capital.

* The capital for bidding packages of medical equipment of this project is very big. So how has the capital of the procurement and installation of medical equipment been prepared, sir?

- Capital source for equipment is about 900 billion (provided by budget) and the installation will be implemented as soon as the main items of the project are completed. It is expected that the bidding for bidding packages of medical equipment will be organized in early 2013. The machines will be delivered right after the bidding is finished, but 30% must be paid to the contractor. So this year, apart from 45.8 billion for continuing the construction, it also requires about 300 billion for the equipment bidding.

Recently, when visiting the construction site, Vice of Chairman Provincial people’s committee Phan Thi My Thanh said that new Dong Nai General Hospital is a key project so it is necessary to suggest the province consider and prioritize  provincial capital for the completion of Phase 1 (including equipment installation). If it exceeds the capacity, the PPC will report to the Central to look for other sources of capital.
