The attendants at the conference agreed on the evaluation that: for the first 6 months of 2012, there were many inconvenient changes in the situation both in the country and in the world such as: the prices of essential commodities rose, market production was narrowed and export of almost agricultural products was down ... but thanks to the intensive and drastic guidance of committees of all levels and authorities, the efforts of the departments, sectors and agencies, unions and community of businesses in the province so socioeconomic situation of the province has witnessed positive development. The GDP of the province increased by 11.8%, industrial and agricultural production, trade and service increased over the same period, foreign investment attraction gained high results. Social security insurance, especially for policy beneficiaries, poor households and workers were highly paid attention to. Party building and mass mobilization has gained positive results. However, the comments at the conference showed that the business situation of enterprises still encountered many difficulties. Budget revenue reached 48% of estimation. Crowded petitions happened complicatedly, criminal and traffic accidents increased. The implementation of projects and key projects was far behind schedule, the compensation, resettlement support and employment solution for farmers after land acquisition were insufficient. The issue of food safety has not been effectively implemented, hand, foot and mouth disease rose. The implementation of democratic regulations hasn’t really gone into the depth, more pressing problems of the people was slowly resolved ...

Making his speech to conclude the conference meeting, Mr. Tran Dinh Thanh, Secretary of Provincial people’s committee said that the cause of the limitations mentioned above is due to a number of committees, authorities, departments and sectors which have not actively forecasted the situation and focused on directing the tasks, proposed solutions in Resolution 02 of the Provincial Party Committee, especially breakthrough problems, inspection, supervision and encouraged implementation haven’t been fulfilled, arising problems haven’t been handled timely and there have been signs of the thought of afraid of responsibility; active coordination involved in task implementation has not been significant.

Mr. Secretary required that all levels and sectors have to concentrate on overcoming the difficulties and limitations to fulfill target for the last 6 months of the year. At the same time, nine key tasks, including the executive committees should be implemented, Meanwhile the objectives and tasks of the year have to be closely reviewed and monitored in order to concentrate on directing main and important points according to political task of each region and unit, measures to solve difficulties of businesses continue to be implemented, price inspection, control and management must be strengthened to stabilize the market, ensuring the supply of goods for consumers. In addition, it is necessary to focus on directing the implementation of two breakthrough tasks which is the infrastructure investment and human resources development determined by the provincial committee in 2012. In addition, committees, authorities and political system have to focus on directing the development of agriculture, rural areas and building new rural areas in 34 communes, stepping up measures to ensure social security, of which prioritize to support the poor households, ethnic minorities in those districts with high poverty rate. Comrade emphasized to strengthen the responsibility of the head, the Party organizations in the political system of the fight against criminal, minimize traffic accidents, have measures for the effective treatment to crowded complex petitions, and seriously construct implementation plan of the Central Resolution 4 (XI) in the spirit of objective, comprehensive and not to dodge.
Voting for additional election for Mr. Nguyen Van Nam, Provincial Commissioner, Head of the Provincial Military Command as a Commissioner of Standing Committee of Provincial Party Committee (for the term 2010-2015) was also conducted at the meeting.
