Today, together with fellow-citizens, comrades in the country, with esteem and infinite gratitude, we gather here – at Bac Ninh city which is innovating each day, belong to the Kinh Bac region of holy land and masterpiece, rich in historical traditions, culture and revolution - to solemnly commemorate 100th Birthday of Mr. Nguyen Van Cu - General Secretary of Communist Party of the period 1938 - 1941, the young talented leaders of Vietnam revolution; one of the best students of President Ho Chi Minh; an outstanding person of the nation; a valiant revolutionary soldier, an epitome of communist, lifelong in battle, sacrifice for the independence, freedom of the Nation, for the happiness of the people. This is an opportunity for the entire Party, people and army to review and better understand the life and great contributions of Him for the revolutionary mission of the Party and the nation; draw useful lessons for innovation, construction and protection for the country today.
Mr Nguyen Van Cu was born on 09-7-1912, in a poor Confucian family, descendant of Nguyen Phi Khanh, Nguyen Trai, in a cultural countryside, Phu Khe village, Tu Son, Bac Ninh. Being wise, he had great spirits since he was at school, he joined in revolutionary activities when he was 16, was selected to be General Secretary of the Party when he was 26 years old (1938) and was killed by the French at age 29 (1941). Though the life of Nguyen Van Cu was so short, it is extremely bright and beautiful. His tremendous dedication and heroically sacrifice have honored our Homeland, our nation; beautify the history and glorious tradition of our Party. We can sumarize some important points, notably about the life and career of Mr. Nguyen Van Cu as follows:
First, Mr. Nguyen Van Cu is a typical example of self-learning, training and growth through practical revolutionary.
From a high school student (School of Buoi), with patriotism, political sensitivity and revolutionary zeal, he approached and enlightened Chu nghia Mac - Lenin, soon became a member of the The Revolutionary Youth League founded by President Ho Chi Minh.
Reality and revolutionary movements have trained the young patriot Nguyen Van Cu in the time he did his "Proletarianization" period in the Vang Danh mine, Mao Khe, ... (Quang Ninh) became a communist soldier, a professional revolutionary activist. He has awared of the great capacity of the working class of Vietnam, has been enlightened, encourage them to make a stand and revolution. With the spirit of working and studying at the same time, dynamic, creative in practical argument, he organized many rallies, calling on workers to fight. The “Than” newspaper, which is directly directed and edited by Mr. Nguyen Van Cu, has been widely published in the region, has a huge effect in the propaganda of Marxism - Leninism, encourage and guide the people to fight. After 2 years of "Proletarianization", Nguyen Van Cu has become key leader of mines workers’ movements.
In the time he was arrested, imprisoned, tortured in Con Dao prison, Nguyen Van Cu, together with his comrades "turn imperial prison into revolutionary school”. In this "Hell on Earth" place, Nguyen Van Cu have the chance to access to the classic works of Marxism – Leninism; guided by the elder who had experiences and trình độ lý luận, he mastered many theoretical issues, acquired the points of view, principles of Marxism – Leninism from which he pondered, drawing lessons for his practical movements. Though he did not have condition to systematicly research on the communist’s movements and international workers’ movements, but Nguyen Van Cu soon had deep awareness of the Proletarian internationalism, he had many enthusiastic articles which supported Chinese revolution, directed campaigns raising money for Chinese revolutionaries; write some articles expressing support for the Soviet Union into the League of Nations, ...
Mr Nguyen Van Cu showed nature of a communist which contains wide vision, great determination and strong will, capacity of analyzing, generalizing, correctly identified national and international issues following in the spirit of Marxist - Leninist methodology, he soon became an outstanding political talent of our Party.
Second, Mr. Nguyen Van Cu have keen thinking, reasoning, creativeness; he solved many practical issues smoothly, consistent with the reality in Vietnam
Mr Nguyen Van Cu’s idea of founding United Democratic Front at the Indochina Central Communist Party’s Executive Committee Conference (March 1938) had prove that he had mastered Marxism – Leninism, Directing’s viewpoint of the Communist International’s Seventh Conference, focused on building Anti-Nazi field. His writing “Democratic Freedom of Indochina people” has persuasively interpreted basic theoretical issues, base on that our Party has brought out many quyết sách chiến lược, sách lược in the time of Democratic Front and Winning.
In 1939, on the threat of fascism and World War II, the French suppressed the democracy movements, trotskistes orginally faking revolutionists also went against the communist party. As the General Secretary of the Party, Mr Nguyen Van Cu has directed and conducted a struggle which is resolute, deep thought on the field of though, argument in order to fight against trotskistes and strengthen solidarity, unity in inner-Party. With the pen name of Tri Cuong, General Secretary Nguyen Van Cu wrote the “Self-criticism”. This is an important contribution to theory on Party building work in terms of ideological, political and organizational. The work was published in time to meet the requirements of the new situation, when our Party carried out both secret and secret operation; from the inside out in order to create unity in our Party. The works presented the astute thinking of a leader with great political thinking; the work argued, clearly presented the guidelines and policies of Party - the dialectic aspect between short-term and long-term issues, between tactics and strategy, dispelling any ambiguity, confusion at the time.
Third, Mr. Nguyen Van Cu had the right decisions, important, contributing to the strategic direction of our country's revolution in the historical moment.
Early in April of 1938, realized that the international situations turn into disadvantages to the revolution, General Secretary Nguyen Van Cu placed the idea of changing strategy direction for the Party. In a series of articles published in People newspaper, he had analyzed the situation, pointed out the risk of the Nazi war in Asia and Indochina, calling people to fight more strongly the anti-Nazi war. Preparing for Party to come to secret activities, actively cope with the rapid changes of the situation, he had released the book “The Party's secret mission”, delivered to the Party at all levels. Early in September of 1939, he convened and presided over the Tonkin Xu committee expansion conference, explained the situation and decided to assign public officers to do secret activities, assigned some members of Hanoi committee and Xu committee to build bases in strategic locations, prepare for armed struggle when the conditions permit.
On 06th of November, 1939, two months after World War II broke out, the French step up their terror to our country’s revolution, General Secretary Nguyen Van Cu was convened and preside over the 6th Conference of Central Party’s Executive Committee at Ba Diem, Hoc Mon District, Gia Dinh. The conference analyzed throughly the nature of the Second World War; The position of Indochina in the War; policies of the French empire; attitude of social classes, from which outlines the politic direction for the revolution in the new situation. The Comference conclued that all forces focus on one basic mission which is fighting against the French Empire and their colonial domination, decided that liberating our people is the first and most important mission of Vietnam’s Revolution; At the same time, set up the United Indochina Anti-Imperalism Front to replace Indochina Democratic Front. Revolution method was changed from fighting for the right of the people’s welfare, democracy to directly fighting the government of the Empire and its hireling; from legal, demilegal activities to secret and illegal activities, prepare every needed condition for rising up in arm.
Changing strategy’s direction and Revolutionary slogan in the new situation is very lucid decision of the 6th Central Conference. It showed the political sharpness, creativity of the Central Party’s Executive Commtitee which is leaded the General Secretary Nguyen Van Cu. The Conference had resoluted the connection between the Nation and Classes; Prepare for stepping to the Revolution’s peak, fighting for the people’s government. Because of correctly changing the strategy direction and timely guidance, Vietnam’s Revolution Movements keeped growing and our revolutionary force avoided loss when suppressed and terrorized by the enemy. Unfortunately, when the movements for national liberation was about to grow, early in 1940, General Secretary Nguyen Van Cu and some key leaders of the Party were arrested. However, the policies and decisions outlined by the 6th Central Conference continue to be inherited, developed by the next Central Conference, leading to the victory of the August Revolution, 1945
Fourth, Mr Nguyen Van Cu had devoted all his life to the Revolution, to the noble ideal of the Party anf the people; All his life is the finest example of a Revolutionary’s noble virtue.
He is the brightest example of learning, practicing and never backing down spirit. Since his first step into the revolutionary activities until his sacrifice in faith and extraordinary courage, clearly defined his way of life, Mr. Nguyen Van Cu keeped learning, training in practical revolutionary struggle, self-equipped with understanding of political theories, became the highest leader of the Party. He didn’t mind hardships and dangers, always know how to comebine dynamic reality and scientific theory, correctly handle basic issues of revolution, especially in tough and complicated situations. In the climax of democracy activists (1936 - 1939), our Party has overcome so many obstacles and difficulties. That success is the dedicated wisdom, great strength of Mr. Nguyen Van Cu.
Comrade Nguyen Van Cu is a shining example of devotion to people. Any where, among the workers, miner or farmers in the Southern of the country, when followed "Proletarianization", when being only the party members, or becoming General Secretary of the Party, he always mixes with the people, learning and organizing, encourages the people to participate in the revolution. He always maintain strict regimen and discipline of the Party; protect the Party in everyway, protect the solidarity and unity within the Party; use self-criticism and criticism to purify the Party, ensure that the Party is united ideologically, politically, organizationally with moral standing, intellectual to keep the pioneer role; the officers and Party members constantly improve dignity, worthy of people's faith.

In his 13 years of revolutionary activities, Mr Nguyen Van Cu was repeatedly arrested, imprisoned, and brutally tortured by the French but he always uphold the spirit of loyalty, unyieldingness. On the execution ground, in front on the Enemy’s gun, he still proundly showed the attitude of a communist. The revolutionary slogans that General Secretary Nguyen Van Cu and his comrades shouted before being executed by the French at dawn on 28th of August 1941 still echo today, urging, encouraging us to rise in the mission of building and protecting our country. Mr Nguyen Van Cu’s example is always a great pride of Communist Party and Vietnamese people.

To celebrate Mr Nguyen Van Cu’s birthday on the occasion that all Party, army and people are making every effort to implement resolutions of the Party’s 11th National Congress and the recent resolution of the Central to keep improving leadership and combativeness of the Party, promoting strenght of the the entire nation, comprehensively boosting the innovate process, creating a foundation for 2020, our country will basically become an industrialized country orienting modernization.
Political platform approved at the XI Congress of the Communist Party continues to confirm, only socialism can guarantees the independence of our nation, real freedom, prosperity of the country, people's warm and happy life. To successfully build socialism and firmly defending our socialist country, we must continue to promote industrialization and modernization associated with the development of knowledge economy, development of market economy socialist orientation, combine economic growth with harmonious handling of social issues, environment issues; building an advanced culture, strong national characteristic; ensuring strong national defense and national security; carrying out the policies of independent diplomacy aming at peace, coordination and development; positive and active internatioanl intergration; building democratic socialist, to promote the strength of the great united nation, strengthen and expand the United National Front; building a socialist legitimate state of the people, by the people, for the people; building a clean and strong Party.
Acknowledging the important role of the right leadership of the Party and Party building work for the revolution mission of our nation in the stage, the Fourth Conference of Central Party’s Executive Committee (khoa XI) had enforced some pressing issues on Party building mision. The Resolution focused on three main contents: Preventing and reversing the degradation of political ideology, morality, lifestyle of cadres and Party members; Building a leadership staff, management at all level, especially Central levels; clearly defined the authority, responsibility of the head of committees, authorities, in the relation with all units and organizations; well implement the principle of democratic centralism. Resolution showed the four groups of synchronous solutions which have focus points, combining "fight and build", "build and fight". In particular, the first solution group is to implement the self-criticism and criticism, to uphold the pioneers, the example of cabres and Party members.
To well implement the fourth Central Resolution combine with studying and following the moral example of Uncle Ho, every cabres, Party members need to be imbued with the viewpoint of Self-criticism and criticism of Party, of President Ho Chi Minh, and of the late General Secretary Nguyen Van Cu. In the “Self-Criticism”, Mr Nguyen Van Cu believed that to a political Party, having defection, mistake is unavoidable. The important thing is that you know how to self-criticize, “publicly, fearlessly, truthfully expose our mistake and find guideline to improve ourself… to raise prestige and influence of the Party, to unify and strengthen Party, to raise develop movements, to bring revolution to victory; Not to put oneself upon Party… not to use one or two mistakes to criticize the Party, destroy influence of the Party, not to create doubt, confusion in the people, not to destroy the unity of the Party”; not to hide defections; nor to let the enemies and bad elements taking advantage of vandalism, ... Those thought of Mr Nguyen Van Cu are still remained today.

Study the moral examples, intelligence, political skill and innovative thinking of Mr. Nguyen Van Cu, we vow to uphold the revolutionary will, self-striving, cultivation, training ethics of the communism, study patiently, raise awareness and education in all aspects, positive in all practical activities, prioritize the benefits of the Party, of People and the Revolution, first of all, ready to fight, sacrifice for the glorious mission of the Party and the Nation.
Study and follow Mr. Nguyen Van Cu’s examples, we promote the construction and rectification Party, resolutely fight against all manifestations of degradation of political ideology, ethics, lifestyle; struggle against individualism, bureaucracy, corruption, factionalism, locally, bad habits; Building Our Party a pure, strong, and closely connected with the people, lead the people to make every efford to emulate promoting comprehensively the innovate process, striving to successfully implement the resolutions of the Congress XI and resolutions of the Party Central Committee, help building up our country more prosperous, democratic, equitable and civilized society, firmly on the path of socialism.
