Party cells (cells) playe a very important role in management, education and training to officers and Party members; also decide on quality of self-criticism and criticism among the Party as a basic unit. Therefore, one of the most important solutions stated in Central Resolution 4 was “reorganize the organization, improve management skills and fighting force of basic Party organizations, promote quality of Party cells and the Party’s activities; conduct self-criticism and criticism well.”

In the current situation, contrary to plenty of Party classes, cells and organizations having a thorough gasp of principles, contends, responsibilities, obligations and rights and strictly following regimens as stipulated by the Party, there were still Party classes and cells rarely updating new regulations, having poor performance in managing their officers and Party members. There were not only a few issues arising because Party classes, cells could not manage to check and supervise their members.
Party members could improve themselves only if their cells strictly managed them and focused on education, paid attention to training their officers of disciplines, consolidation spirit, determination, overcoming difficulties, willing to complete their assigned tasks. However, if cells wanted management to be well-done, they had to gasp the ideology, spirit and attitudes of their Party members thoroughly; positively suggest approaches for management, education, training suitable for current regulations and quality security.
It was necessary to build self-education and self-training of Party members as well as promote people organization‘s strength among a unit. Cells had to positively take advantage of people’s strength; strictly follow regulations of taking ideas from people; analyze, examine and supervise Party members doing their duties and training, their disciplined lifestyle and pioneering attitude. They should provide a proper leading mechanism and create best conditions to encourage people to speak their opinions, helping Party members to improve. In addition, education should be provided more often to help orient Party members’ awareness, seriously take people’s criticizing opinions and try to fix their weaknesses.
Checking, supervising and analyzing quality of Party members and Party cells’ disciplines played such an important role. It affected directly to the process of striving, training and keeping status of a Party member. There had to be a mechanism of expansion of democracy at Party cells. Party members should have their own awareness and points of view. By examining, supervising, analyzing and estimating quality of Party members, cells had to know strengths and weaknesses of each member, define reasons and figure out solutions to promote the strengths, overcome the weaknesses and handle violations well. It was essential to seriously keep the Party’s disciplines, make Party members try their best to graft themselves in Party’s framework. A Party member must be a model for people. Basis requirement was that handling, conducting disciplines must be serious, careful and accurate; compliance with stated principles, procedures and authorities. For those who made mistakes must be seriously disciplined. In handling violations, seniors should help Party members fix their violations.
