Opening the 9th conference of Provincial Party Executive Committee

Making his opening speech at the conference, the Secretary of Provincial Party Committee stated: for the first 6 months the country and the world witnessed many changes affecting the socio-economic development of the province; prices of essential commodities were rising; production market was narrow and export of agricultural commodities were down.... However, with the aggressive direction focused on by the committees and authorities, the economic situation of the province still enjoyed a positive development (GDP increased by 11, 8%). The budget revenue and expenditure met the set targets. Social welfare is oriented to increasingly focus on the social policy beneficiaries, the poor and manual workers. Political security, social order and safety have been maintained basically. The Party building and mass mobilization gained positive results. However, he also indicated that the growth rate of GDP of the province did not meet the target of proposed resolution; business situation of enterprises was still very difficult. The procedures of compensation, site clearance of investment projects were slow, especially for key projects. Claims and crimes tended to increase; many urgent problems of the people were slowly being resolved. The result of member development of the Party was still low.
