Delegates of provincial People’s Council discuss on reports and statements to be proposed to the 8th meeting.

The conference focused on reports on socioeconomic development and national defense situation in the first half of this year and the target and mission of the second half of this year; state budget collection and allocation; infrastructure construction; natural resources exploration and exploitation toward 2010; market fee adjustments and personnel plan for functional agencies.

Delegates from Bien Hoa City are unanimous in their agreement to the reports. Nevertheless, they also pointed out the causes and solutions to shortcomings in each field. One of most noticeable things is that agricultural production is low due to unfavorable weather conditions and outbreaks of diseases in animals. Thus, the agricultural sector is now on a race against time to fulfill the target and mission of the year plan. Foreign investment in Bien Hoa City is showing some signs of reduction. Budget collection is lower than that of year plan. Environment pollution is not radically improved. The issuance of land-use-right certificates is slow and the delegates request functional agencies to study and propose solutions to speed up this issuance.

The basic infrastructure construction in the first half of this year in the province is slow, particularly in Long Thanh district. It has just fulfilled 18.7% of the year plan’s target. The major causes for tardy in constructing basic infrastructures is on the activities of compensation, site clearance, and resettlement that are not thoughtfully and logically planned. Public administration reform does not meet the real demand and should make a breakthrough in the second half of this year. The key factor in the development of the province is on human resources. Therefore, provincial leaders have paid special attention to this. 

Delegates from Bien Hoa City unanimously proposed the provincial People’s Council to mention the project to upgrade the Dongnai Bridge in the action programs of the second half of this year because the bridge is overloaded with the flow of over 30,000 vehicles per day.
