In the first half of 2006, the provincial Science and Information Technology Council has focused on carrying out the task of advising and implementing the scientific and information technological plans in 2006. Particularly, it has fulfilled its consultation on issuing legal procedure document and has constructed a project to investigate the potential on science and information technology of enterprises in the province. It is acknowledged that the scientific and information technological tasks in 2006 are inspired by the demand to speed up socioeconomic development with the orientation of natural sciences, applied sciences, quality improvements, increasing the competition ability of our market economy. Recently, many research projects on products, the applications of advanced technologies in production and trade have been carried out. With these projects, many new products have been produced and exported. As for social sciences, the sector has conducted researches on pointing out the scientific arguments of socioeconomic development. The consultation activities such as the support to enterprises on intellectual properties law have been well implemented.
At the conference, members of the council have suggested and discussed on the action plans in the year of 2007. Therefore, its task in 2007 consists of 6 programs: applying information technology advancement into rural area aiming to speed up the process of industrialization and modernization; applying and developing information technology into public administration and socioeconomic activities, industry and service sector; conducting researches on social sciences, national defense; applying technology advancement into training and improving human resource; applying technology advancement in protecting and enhancing public health and environment and natural resources. The new things of 2007’s tasks are that the history researches and compilation of any sectors and localities will not be implemented by the scientific research projects and if any sectors and localities have a need of this, they will have to register to their authorities and will be financed by the capital of their sectors and localities. The basic investigation and model construction will not allow using the fund reserving for scientific researches. Since April 2006, the provincial People’s Committee has approved to finance for any research projects on applying and transferring technologies with high feasibility of district, town and city level. The fund will consist of 50% capital from scientific budget and 50% capital from local budget.
