This is one of the regulations of the Government Decree No. 81 on regulation and policy for disabled labor

The provincial Department of War Invalids, Labor and Society has just hold a conference to disseminate the decree to representatives of departments, districts, town, Bien Hoa City and over 120 enterprises in the province. The fund for the disabled will be used for vocational training and offering-job activities for disabled people.

The Decree No. 81 stipulates that enterprises of different economic sectors should recruit from two to 3% of their total workers. If any enterprise does not recruit disabled labor in according to the decree, it has to pay the a sum of money equal to the minimum wage to the fund for the disabled of the province. The decree will be come into force from September 1 2006. Enterprises can choose the payment types consisting of month, quarter or 6 months. At the conference, enterprises showed that they advocated the decree because they wanted to share social responsible with the government.

However, some representatives pointed out that there are some difficulties which should be solved. For example, industries which need healthy workers or has noxious elements will find it hard to recruit enough number of disabled workers.

They also suggested that the regulation on working time should be amended because the disabled have to work with normal workers. If they obey the Decree, it will affect on their production.

Presently, there are over 19,000 disabled people in the province but just 150 of them have job and 20 attended the vocational training course. There is no vocational training center for disabled people. In addition, there are no supporting services for the disabled such as working environment, transport mean, accommodation and public facilities.
