Bien Hoa City has basically completed the land use planning document (SDĐ) period 2021-2030, which is being appraised and submitted for approval by the end of this year.



In the next few years, the land use planning of Bien Hoa City will have many changes to meet the urbanization process. 

The whole Bien Hoa City has a natural land area of ​​26,362ha, including 7,804ha of agricultural land and nearly 18,558ha of non-agricultural land. According to the land use planning period 2011-2020, Bien Hoa City has 1,750ha of agricultural land that has not been converted. The main reason is that many projects in the fields of economy, society, security and defense have been planned but have not been implemented or the progress is prolonged, leading to incomplete conversion of agricultural land compared to zoning. Especially agricultural land converted to commercial and service land is lower than use planning 410ha. 

Mr. Le Van Tan, Director of the Technical Center and Natural Resources and Environment (TN-MT Department), representative of the consulting unit, assessed that in the 2011-2020 land use planning, Bien Hoa City was approved for implementation 1,167 projects with a total area of ​​10,337ha. Until the end of 2020, only 203 projects have been completed, 450 projects are in progress, 301 projects have not been implemented and 213 projects have not continued to be implemented. Basically zoning and plan use planning by 2020 ensure the allocation of land fund for the development of sectors and fields and control the restructuring of land use planning to balance and harmonize accordingly. Besides, there are some limitations as Bien Hoa City has not closely coordinated with other sectors in creating planning work, land use planning, leading to inaccurate land use demand forecast, land use reserve has a shortage of areas, and a surplus of other areas. This affects the conversion of agricultural land to other lands to implement project.

 

Focus on developing some areas

In the period 2021-2030, Bien Hoa City will prioritize land fund planning for the development of 4 important areas to create breakthroughs in socio-economic development, namely technical, industrial, and commercial infrastructure services and housing. This is consistent with the orientation of construction and embellishment of urban centers of grade I and socio-economic development of Bien Hoa City in the direction of industry-services.

It is estimated that by 2030, Bien Hoa City will have nearly 4,000 hectares of agricultural land, a decrease of more than 3.8 thousand hectares compared to 2020. The reduced area of agricultural land will be converted to non-agricultural land to implement technical, industrial, commercial, service, and residential infrastructure projects. In which, land for technical infrastructure works is more than 1.3 thousand hectares, trade and services are more than 600 hectares, industry is more than 100 hectares and urban land is more than 1.7 thousand hectares. According to the general planning of Bien Hoa City to 2030, with a vision to 2050, four regions will be formed, including: An urban development area of about 14,000 hectares (there are four urban areas: the historic central urban area, the urban area of about 14,000 hectares, central urban area expanding to the east, urban area to the west, urban area to the east of Bien Hoa-Vung Tau highway). Industrial development area of 2 thousand hectares, concentrated in Long Binh and Tam Phuoc wards. The military zone covers an area of more than 4,000 hectares. The landscape and open space construction zone covers an area of 6.4 thousand hectares. Based on zoning, the land use planning in the next 10 years of Bien Hoa City will closely follow the potential and strengths of each region to allocate land use demand accordingly.

Chairman of Bien Hoa City People's Committee, Nguyen Huu Nguyen said: “In the coming period, Bien Hoa City will continue to prioritize land fund planning for the construction of technical infrastructure works, especially traffic, to create breakthroughs. for local economic development. At the same time, the city will reserve land for industry, trade, services, and urban residential land.

In the period 2021-2030, Bien Hoa City will deploy about 1,047 projects with an area of more than 9.9 thousand hectares, of which, there are 297 new additional projects and 750 projects transferred from the previous phase to the past. The new addition projects are mostly roads, residential areas, resettlement areas, commercial centers, supermarkets, green parks, schools.

According to the Director of the Department of Planning and Investment Ho Van Ha, Bien Hoa City should review the public land fund from factories relocated from residential areas and use those lands to make green parks. Each ward should have a few green parks to ensure space for people. Using public land as a green park will not have to pay compensation.
