The National Urban Conference - 2022 to disseminate Resolution No. 148/NQ-CP dated 11/11/2022 of the Government issued the Action Plan for the implementation of Resolution No. 06-NQ/TW dated 24 January 2022 of the Politburo on “Planning, Construction, Management and Sustainable Development of Vietnam's Urban Development to 2030, Vision to 2045".

According to the Ministry of Construction, strive to reach 2025 and 2030 to achieve some important targets such as: The urbanization rate by 2025 is at least 45%, and by 2030 it will reach over 50%. The number of municipalities across the country reaches about 950 - 1,000 municipalities by 2025 and about 1,000-1,200 municipalities by 2030.

By 2025, 100% of Category III cities have completed the criteria for urban classification of infrastructure and cultural works; forming a number of urban centers at the national and regional level reach the targets of health, education and training and culture level equivalent to the average level of cities in the 4 ASEAN leading countries by 2030.

The average residential floor area per capita in urban areas reaches a minimum of 28 m2 by 2025 and 32 m2 by 2030. Urban economics contribute to the country's GDP by about 75 percent in 2025 and about 85 percent by 2030.

To build a network of smart urban centers at the national and international level, and 3-5 cities with regional and international recognition brands until 2030.

Concluding the Conference, the Prime Minister stressed, the Government's program of action has set out 33 tasks focused on 5 groups of solution tasks. The first task group is to raise and unify awareness of the peculiarities of the city, its role and position in the general development, to identify urban development consisting of 3 main pillars of urban planning, construction and management.


Next, improve the quality of planning and planning management meet the requirements of construction, urban development management; improve capacity in the stages of construction, evaluation and planning approval. Planning is a fundamental tool to orient urban development.


The Prime Minister also stressed the need to invest in the development of a synchronous, modern urban infrastructure system on the basis of strong mobilization of resources, mechanisms and policies to mobilize resources, harmoniously and effectively combine internal and external resources, between State resources and social resources; allocate and use resources effectively, invest with focus and focus.
