The Deputy Minister of Justice Le Hong
Son confirmed that: the Ministry has satisfactorily fulfilled the task
of implementing, amending, and supplementing Constitution 1992;
maintained the progress and quality, effectiveness in structuring,
reviewing legal documents, contributing to the perfection of the
socialist-oriented market economy, inflation suppression, macro-economy
stabilization, securing major factors of the economy.
Until the end of the year, the judicial department will actively research, propose the amending, supplementing contents of Constitution 1992, focusing on the fields relevant to building a rule-of-law Government (focusing on the organization of the Central state apparatus and provincial authorities); the establishment and perfection of the legal system; rights and obligations of the citizens; approaches for violations of the Constitution. The whole department will implement approved Bills and Ordinances, , especially resolutions providing guidelines for implementation; fundamentally complete instructing documents for implementation in managerial fields such as monitoring the implementation of legislation and judgment execution, criminal record, governmental compensation, notarization; essentially resolve drawbacks, weaknesses in reviewing proposals, projects.
As for judgment execution, the department promotes the construction and perfection progress of Proposal for resolving unsolved cases; completion of circular and joint circular instructing the judgment execution; proposal for lengthening the modeling of bailiff and applying of bailiff model in other provinces which meet the requirements; perfection of institution for civil status, judicial record, governmental compensation; completion of application of information technology in managing database for civil status, criminal record in order to full integrate in quarter IV/2012. Nationality registration for those who do not have official nationality but have been living in the country for more than 20 years must be handled according to Article 22 of the Nationality law of Vietnam; quickly promoting the socialization of authorization, asset auction; fundamentally finishing the major direction about strategies for developing authorization, law field./.
