Central Resolution 5 deployed by Provincial Party Committee

On the 18th of July, the Provincial Party Committee held a conference to fully grasp and deploy the Conclusion of the 5th Conference of the Party Central Committee (term XI) for the commissioners of the Provincial Party’s Executive Committee (term IX); former Secretary, Deputy Secretary, Commissioners of the Central Standing Party Committee and key officals of the province. The attendants to the conference included: Mr. Le Hong Phuong, Standing Deputy Secretary of Provincial Party Committee; Mr. Dinh Quoc Thai, Deputy Secretary of Provincial Party Committee, Chairman of Provincial People’s Committee.

At the conference, Dr. Dao Duy Quat, former Deputy Director of the Central Department of Propaganda and Training, Vice Chairman of the Central Council of Literature Argument, Criticism and Art, made a presentation on the conclusion content of Central Conference 5 , which is about: summary of the implementation of 1992 Constitution and the basic content of revision applied to 1992 Constitution; summary of Resolution of the 7th Conference of the Party Central Committee (term IX) about continuing to renew policies and laws on land in the period industrialization and modernization acceleration; continuing to implement the 3rd Resolution of the Party Central Committee (term X) on strengthening the leadership of the Party over corruption prevention and fighting; Some issues of social policy for the period of 2012-2020 and the issues of wages, social insurance, pension for devotees and reform oriented til’ 2020.

Associate Professor Dr. Dao Duy Quat emphasized that the amendment and implementation of 1992 Constitution focused only on clear issues which have been proven to be true with the basis to create high unity. As for the issue of land owned by citizens who are represented by the State, the management over land has been agreed on. The State does not admit reclaiming land which was assigned to citizens during the implementation of land policy. No adjustment on farmland which was assigned to households and individuals is proposed. As for corruption as well as wastefulness prevention and fighting, Party Central Committee decides to establish Central Steering Committee on preventing and fighting against prevention, which is directly affiliated to Politics Bureau and leaded by Secretary General; No Provincial Steering Committee is established; Provincial Party Committees and Party Committees of city level are responsible for leadership over the work. Central Committee of Internal Affairs is re-established to perform the function of a Department of the Party and play the role of the Standing Agency of the Central Steering Committee on the corruption prevention and fighting. Central Conference 5 also identified a number of social policies for the period of 2012-2020. As for the issue of salary, it is oriented toward the trend of salary increase which is sufficient for officials and public servants to live on.

At the conference, the leader of Navy Command also made a presentation about sea area and island ownership dispute.

Concluding the conference, Mr. Le Hong Phuong suggested, right after the meeting, the executive committee should fully covey the Conclusion contents of Central Conference 5 to officials, party members, citizens, youth union members and make out action plans that are suitable to the current condition of each unit. Also, it is recommended to focus on extensive propaganda activities, raising the awareness of officials, party members and classes of people about the location, role and importance of the sea and islands of Vietnam, which also includes Vietnam Marine Law and Vietnam Marine Strategy oriented toward the vision until 2020.

That is also the basis for our people to fully understand the policies on protecting the sea and the sovereignty of the country of the Party and the Government; promoting national unity in nation building and defense. Provincial press agencies need to create specialized websites as well as categories to propagate the sea area the islands ownership to timely disprove incorrect information spread by of hostile forces.

On this occasion, the Leader of the Navy Command presented the province with a painting of “Protecting national sovereignty”.
