Deputy Prime Minister Hoang Trung Hai requested leaders of People’s Committees of 9 Central provinces and cities where there are companies that operate coal mining business to urgently strengthen the inspection on coal mining and trading in order to timely prevent and handle illegal practices.

9 provinces and cities mentioned above include: Quang Ninh, Hai Duong, Hai Phong, Bac Ninh, Bac Giang, Thai Binh, Nam Dinh, Thanh Hoa, Nghe An.
Business certificate be revoked in case of repetitive violations
Deputy Prime Minister requested that the above provinces must carry out inspection on all businesses within their administrative scope to instruct all organizations, individuals operating coal mining business to comply with all business regulations; inspect and strictly handle all cases within their authority or revoke business certification of coal mining business of all organizations and individuals which commit serious or repetitive violations in terms of safety, fire and explosion prevention, environmental sanitation or illegal manufacturers.
At the same time, all provinces and cities must regularly maintain inspection and supervision at all routes to timely discover and handle all illegal cases of coal transportation and trading.
Coal be added to category of items subject to conditional business
Deputy Prime Minister also requested Ministry of Natural Resources and Environment to determine and announce small exposed coal seams and submit reports to the Prime Minister for review and approval; then the People’s Committees of the provinces issue exploration permits or coal mining permits according to the results.
Also, Ministry of Industry and Trade must implement the amendment on Decree no 59/2006/NĐ-CP of the government dated June 12nd, 2006 stipulating Commercial Law on forbidden, restricted or conditional goods and services in order to add coal to the category of items subject to conditional business and submit the report to the Government in quarter4 of 2012.
According to reports by Quang Ninh Public Security, for the first 6 months of 2012, the authorities of the province discovered and eliminated 281 camps; suspended 520 illegal coal mining and re-mining locations; retrieved nearly 20.000 tons of coal; carried on investigation and prosecution on 24 cases, 156 suspects of violations involved in coal. Until now, the authorities have completed documentary procedures, administratively sanctioned 281 cases, 296 suspects who were cited for violations with more than 1 billion VND of penalty amount; retrieved 3 billion of coal on distribution. |
