According to Dong Nai Department of Industry, the plan to deploy resettlement projects in the province from 2006-2010 is expected to include 70 resettlement projects with the total area of 431.34 hectares, totally 11,218 households having to move, of which are likely to move to the resettlement regions are 10,308.
To well implement the resettlement and meet the residents’ legitimate needs for jobs and income, the supporting methods focus on development of industries – home crafts to bring jobs and income to working people. The methods to support the industry encouragement are divided into two groups of areas: the area having a large number of resettlement projects and area having a few ones.
Concerning the areas that have a large number of resettlement projects such as Bien Hoa, Long Thanh, Nhon Trach , Trang Bom and so on, the beneficiaries of resettlement are numerous and various so it is necessary for people’s committees of districts to consider the land fund used for craft production clusters with the area of at least 5 hectares each. This method is intended to create favorable conditions in terms of land space for craft production units which are beneficiaries of resettlement to have space to develop their business and production. The production units in craft clusters will be supported in growing, improving management competence, training and developing trades, designing technical models, transferring technology and applying scientific advances, intensifying goods brand names and developing activities of consultancy and information provision.
As for craft production households in the resettlement regions will be supported in training and developing trades. The training form is short-term on-site training for local working people, focusing on craft trades (rattan and bamboo weaving, pottery and porcelain, products made from sedge, banana fibers, water hyacinths …, fine-art wood products, household-use wood products and other craft trades), traditional handicraft goods and processing farming/forest products, giving priority to material concentrated regions and mechanics-training areas (training working resources for production units, services of agricultural machine repairing and maintenance in districts and communes and mechanical product manufacturing units to serve industries).
In addition, investment projects for industry – craft production establishments, small and medium – sized enterprises and households, all of which are beneficiaries of resettlement will be given priorities to be located in the above-mentioned craft clusters, enjoy policies on land lease and land use fee. Concerning enterprises that have to make a move, the budget financing total cost of transporting machines and equipment to new places will be assessed and approved by competent agencies. They are also supported in investment capital used for new establishments.
As for the areas that have a few resettlement regions such as Long Khanh Town and the remaining districts, it is necessary to consider resettlement project scale in order to follow the model of establishing craft clusters attached to resettlement regions or have suitable supporting methods for working people in these areas such as: opening training courses with fees supported and call upon enterprises and production units in the areas to recruit them.
As far as it is known, the expenditure source used for supporting resettlement regions in craft development has two main sub-sources: budget of districts and province and industry-encouragement budget.
