8th Trade Union Congress of Bien Hoa City: unite and renovate to build strong union.

The reality in 5 years of conducting 7^th congress’s resolution ( 2003-2008 tenure) has prove that targets, directions, tasks determined by 7^th congress have fit situation and expect of a majority of officials, employees and labors in the city. Therefore, trade union activities from city level to grassroots level in last 5 years have had a lot of positive changes. Tasks assigned by city and province were deployed effectively.

Union of all levels has promoted diversification of education forms and activities for officials, employees, labors. The rate of officials, employees, labors taking part in community activities reached 85%-90%, contributing to enhance those people’s awareness level, political spirit skill, level of skill, education along with law knowledge. Currently, 24.84% members of grassroots level trade union committee reached advanced political level. 61.26% members reached intermediate political level and 13.89% members reached elementary political level. 86.21% workers are acknowledged that they studied 5 basic political arguments as well as subjects of Ho Chi Minh’s idea.

To make contribution to care about living of officials, employees, labors, and provide more jobs for them as well as deal with their difficulty, in last 5 years, the city Labor Union supported 172  union members a loan of over VND800 billion to invest in producing, breeding and doing small business… In grassroots level trade union, there are forms of developing mutual assistance fund and bank mortgage guarantee to help officials, employees, and labors loan with low interest rate and pay gradually in 1-3 months. Thanks to those things, many people overcome difficulty and their living standards have been enhanced.

To bring into full play power of officials, employees, labors, the City Labor Union yearly launches emulation movements in many fields relating closely to production and life of officials, employees, labor; therefore, 14,211 officials, employees, labors enthusiastically participated and carried out 46 projects, 52 initiatives, created 1,704 new and high quality models, bringing profits and saving money for the government with over VND1 billion.

Beside stating strengths the city union gained in the last tenure, 8^th Trade Union Congress of Bien Hoa city seriously mention limitations and shortcomings including the facts that program of building city’s labor class hasn’t gained some targets set in the resolution; educational popularization in non-state economic sector has had limitations; task of grasping feeling as well as expectation of labors hasn’t updated; emulation movements have width ,but not depth and ,actually, they haven’t been a lever to promote development of officials, employees, labors’ emulation movements as well as union’s activities; task of checking and speeding up implementation of resolution and union’s activity programs haven’t been deployed thoroughly in all union levels.

With achievements as well as limitations in union’s activities in the last tenure, Union congress of all levels brought out precious lessons and basing on them, the congress discussed to put forward target along with course for city union’ s activities in the new tenure (2008-2013). Accordingly, the union will enhance role of union association, concentrate on building strong, dynamic, creative staff of officials, employees, labors that have steady political spirit, high educational level and competence, summoning to grassroots. The congress defined clearly that In activities, union must be master of policy, resolution of the Party, General Federation of Labor, and uphold power of the political system in building strong working class and union, diversify forms of congregate officials, employees, labors, creatively make use of function of management participation, care and protection for labors, pay attention to cadre staff and consider them to be key force for movement quality.

With labor and union’s  tradition of solidarity, over 25,000 officials, employees, labors of Bien Hao city will vanquish challenge and wholeheartedly unite to carry the resolution of 8^th Trade Union Congress of Bien Hoa City well, aiming at make Bien Hoa become an industrial city of prosper, democracy, civilization.
